摘 要
自1978年改革开放到1997年,我国已经初步建成了四大国有商业银行为骨干
的商业银行体系,在支持我国经济与社会发展的过程中,四大商业银行起到了非
常重要的支撑作用。2002年我国正式加入世界贸易组织,金融业务的发展表现出
更加强大的生命力和更多开放性的需求,农村银行业的发展成为我国近年来金融
行业的一个主要发展方向。截止到2014年,我国共有87家农村商业银行,从业人
员达到144968人,资金规模不断扩大,金融业务不断增加,便民服务能力显著提
升,呈现出了广阔的发展空间和巨大的市场潜力

论文基于白沙农村合作银行发展战略的视角展开分析,对全国农村合作银行、
海南农村合作银行,以及白沙农村合作银行的发展状态进行了较为全面的概述和
研究。从公司业务、个人业务、资金业务、其他业务等角度展望了客户及业务发
展前景;从区域扩张战略、上市战略、风险管理战略、战略管理、企业文化建设
等角度探讨了农村合作银行的改良渠道。论文在系统化总结银行发展战略,尤其
是地方性商业银行发展战略等研究领域当前国内外学术研究成果的基础上,以白
沙农村合作银行的外部运营环境分析为主导,针对国内宏观经济环境、海南省经
济发展态势展开分析。其中以银行业市场份额及银行业发展趋势分析为重心,分
析了海南省银行业竞争格局,对海南省内银行整体状况、市场份额、区域布局、
业务重心做出了较为具体的评价。论文之后以海南白沙农村合作银行发展现状分
析为核心,对白沙农村合作银行发展状况做了SWOT评估,并在综合全面评估的基
础上对白沙农村合作银行的发展战略展开设计。论文的最后提出了战略实施的保
障性措施,对建立战略管理流程和完善支撑体系等提出建议,提出了研究结论

研究认为,白沙农合行应积极融通国家和地方性政策,立足本土发展的核心理念,
优化法人治理结构与员工体系,以上市作为下一阶段工作重心,来有效推动风险
管理效果的强化

Abstract
Since reform and opening up in 1978, by 1997, our country has initially built the
big four state-owned commercial Banks as the backbone of commercial banking system,
in support of China's economic and social development in the process of the big four
commercial Banks to support has played a very important role. In 2002 China formally
joined the world trade organization, the development of financial business showing its
strong vitality. At present, in our country's commercial Banks are accelerating the
reform of the reform of the big four state-owned commercial Banks are stable, internal
governance and internal control are gradually strengthened, future planning goal is clear
and stable. The development of rural Banks to become our country in recent 5 years one
of the main development direction, by 2014, a total of 87 rural commercial bank in our
country, employees 144968 people, by the end of 2014, the development of rural
financial institutions and small and medium-sized Banks, capital scale, increasing
financial business, strengthened capacity for convenient service, showing a good
development space and market potential.
In this paper, the research in hainan white rural cooperative Banks, for example,
put forward the development of rural cooperative bank the approach for strategic
planning and analysis. The research content mainly includes: the first chapter is the
introduction mainly launches the analysis, put forward the research background,
research purpose, research significance, the research status abroad and domestic
research status, research methods and innovation and deficiency of this article. Chapter
ii is the white sands of rural cooperative bank analysis as the main external operating
environment, in view of the domestic macro environment, analysis of the economic
development of hainan province, analysis on the domestic banking industry competition
in the banking industry development trend and the banking market share analysis is
given priority to, finally analyzes the banking competition of hainan province, the
overall situation, market share, regional layout, the business center of gravity has made
the concrete analysis. The third chapter is based on current situation of the development
of rural cooperative bank of hainan baisha analysis is given priority to, to white sands
made SWOT assessment to development of the rural cooperative bank. The fourth
chapter of the development strategy of the white rural cooperative bank to carry out the
design research, first of all domestic are summarized, the basic development strategy of
rural cooperative bank secondly puts forward the baisha strategic choice of the
development of rural cooperative bank. The fifth chapter puts forward the strategic
implementation safeguard, to establish strategic management process and improve the
supporting system were analyzed, and puts forward the author's point of view.Research
of this paper is based on the white sands of rural cooperative bank analysis perspective,
white sands were put forward in the development of rural cooperative bank, from the
national rural cooperative Banks, rural cooperative Banks in hainan to baisha overall
overview of the development of rural cooperative bank and planning research, proposed
the customer and business development, from the company's business, personal
business, fund business and other business perspective analysis, regional expansion
strategy, strategy, risk management strategy, strategic management, enterprise culture
analysis of multiple channels, puts forward the personal opinions and ideas.III
