摘 要
中国煤机行业经过 50 多年的发展,装备制造规模已达世界前列,中国也成为了全
球最大的煤机市场。国有企业、民营企业、外资企业多达 5000 多家,竞争十分激烈。

从 2012 年下半年开始,煤炭经济持续低迷,2014 年环境更是急剧恶化,全国规模以上
煤炭企业利润下降 44.4%,亏损面在 70%以上。煤机行业作为关联产业,也受到巨大冲
击,许多企业盈利能力降低,应收账款和存货居高不下,纷纷减产、停产,甚至倒闭,
企业员工收入下降,人才大量流失。但是,2014 年中国原煤产量仍达 38.7 亿吨,根据
国家能源战略行动计划,到 2020 年煤炭消费总量仍有 42 亿吨,煤机行业仍然必不可少,
依然大有作为。在这样的形势下,如何逆势生存、持续发展成为了摆在中国所有煤机企
业面前的一道课题。

本文通过对 TY 公司人力资源管理现状作出分析,在高绩效人力资源管理系统下对
TY 公司进行薪酬再设计,以求改善 TY 公司的员工工作环境,在降低成本的同时又能激
励员工的积极性,以保障 TY 公司在当前经济环境下生存及发展。薪酬体系的再设计也
为其他深陷困境的煤机企业提供了一种借鉴。

Abstract
China coal machine industry after 50 years of development, equipment manufacturing
scale has reached the world, China has become the world's largest coal machine market.
State-owned enterprises, private enterprises, foreign-funded enterprises as many as 5000, the
competition is fierce. From the second half of 2012, the coal economy continued downturn,
the environment is the sharp deterioration in 2014, the national scale coal enterprise profits
fell by 70%, the loss of more than 44.4%. Coal machine industry as the industry association,
has also been a huge impact, reduce the profitability of many enterprises should be accounts
receivable and inventories high, have reduced production, production, or even collapse,
falling income of employees, huge loss of talent. However, 2014 China's coal production is
still amounted to 38.7 million tons, according to the national energy strategic action plan, to
2020 the total coal consumption is 42 million tons, coal machine industry is still necessary,
still accomplish a great deal. In such a situation, how contrarian survival and sustainable
development has become a place in front of the Chinese coal companies all together subject.
This paper make analysis to the TY company human resources management present
situation, under the high performance human resource management system of TY company
salary design, in order to improve the environment of TY company staff, in reduce the cost at
the same time and able to motivate the staff's enthusiasm, to protect the ty company under the
current economic environment, survival and development. The redesign of the salary system
also provides a reference for other difficult coal machine enterprises.
