油田企业作为资金密集型行业,其资产具有分布广、种类多、存量大等特点,而油井

资产又是油田资产的重中之重,其价值在石油企业全部资产中占有很大的一部分,因此

油井资产的管理和管理效果评价体系的优良决定着企业的素质和效益。如何对油井进行

科学合理地管理,对油田企业显得尤为重要。而目前国内油田在油井资产管理过程中,

效益考评指标尚不健全,不能全面全过程地考核成本、效能与安全环保三者之间的关系,

导致了盲目追求产量、过度投资、经营效率低下、环境污染严重等诸多问题。随着国家

加快推进油田企业发展方式的转变政策的提出,为了资产管理水平的提高,各大油田企

业尝试在资产管理中引入全生命周期管理的理念。完善油井资产管理绩效评价,建立综

合绩效评价模型体系模型显得迫在眉睫。

本文根据油井资产的特点,基于资产全生命周期管理理论,比较分析传统资产管理

的不足与缺点,提出油井资产全生命周期管理效果评价指标,并建立评价指标体系;选

择合适的评价方法,建立油井资产评价模型,以科学合理的方法评价油井资产管理的效

果;最后分别对A油田的油井总体资产的以及分井资产进行模型运用,用以评价油井资

产全生命周期管理的效果,积极推进我国石油企业油井资产的管理水平,实现资产管理

的高效运行。

Abstract

Oilfield enterprises as a capital-intensive industry, its assets have the characteristics

ofwide distribution, many types and high inventory. And thevalue of well assets occupies a

large part of total assetsin the petroleum enterprise. The stand of the well asset management

and management effect evaluation system decides the quality and benefit of the enterprise.

How to scientifically manage themis particularly important to the oilfield enterprises. In the

process of asset management, the currentevaluation index is not yet perfect, which can!t

completely reflect the cost,the efficiency and the security of the whole process,which leads

to the blind pursuit of production, excessive investment, low management efficiency,serious

environmental pollution,and many other problems. As countriesaccelerating the change of the

way of oil field enterprise development policy,in order to raise the level of asset management,

oilfield enterprises try to introduce the concept of Life Cycle Asset Management.lt is urgent

needed to perfect the well asset management performance evaluation and to establish the

comprehensive performance evaluation model system.

In this paper, according to the characteristics of the oil well assets, based on the total

assets life cycle management theory, comparing and analyzing the shortcomings and

disadvantagesof traditional asset management, I putforward the well assets whole life cycle

management effect evaluation indexes,and established the evaluation index system;Select the

appropriate evaluation method, establish the well assets evaluation model,evaluate the

efficacy of the asset management of oil Wellswith scientific and reasonable method;

Lastly,this articleapplied the well assets evaluation model in overall assets and points well of

A wellrespectively,to promote the assets management level and achieve efficient operation of

theoil wells asset in our country.
