摘 要
对企业的组织结构进行优化，是建立现代企业制度的要求。石家庄市轨道交通有限
责任公司（以下简称“石家庄市轨道公司”）作为目前河北省唯一一家承担城市轨道交
通项目建设、运营的国有大型企业，2011 年成立以来，人员队伍不断壮大，公司规模逐
渐拓展，公司业务包括地铁项目建设、土地收储开发、商业资源开发、地铁运营管理等。

在企业规模不断壮大的过程中，各种因素都在不断变化，如企业战略、发展环境、人员
素质等、外部环境等等，现行的石家庄市轨道交通公司的组织结构已经与企业发展不相
适应。因此，重新优化和设计企业组织结构十分必要。

本文利用组织管理学的相关理论知识，以调查问卷、实例分析、理论与实践相结合
等研究方法，对石家庄市轨道公司现行组织结构进行分析，找出问题，分析成因。围绕
企业发展愿景对组织结构的影响，提出具体的、有针对性的组织结构优化设计方案，构
建符合企业实际管理和发展需要的组织管理体系，为进一步提高企业竞争力提供保障。

新方案的核心是实行事业部制与职能制相结合，将近期主要核心业务即地铁 1、3 号线
的建设任务采取事业部制的形式进行管理，运营及房地产开发采取子、分公司的形式从
总公司业务中剥离，总公司保留财务、人事等管理职能部门。该方案也减少了过去工程
管理过程中不必要的接口，使各部门职责更加明晰，分工更加明确，提高了信息传递速
度，对进一步提高企业整体工作效率，实现企业战略目标具有重要意义。同时，根据企
业的实际情况制定如推行先进的企业文化、强化人才储备和培养、强化绩效管理和畅通
人才成长通道等各项保障措施，以确保组织结构优化方案的顺利实施。
