摘要

本文根据云南卫生人才服务行业发展的需要,结合《云南省中长期人才发展规

划(2010—2020年)》的规划发展要求,为云南W医疗人才服务中心未来的发展制

定切实可行的发展战略。

首先,本文分析了目前国内外人才服务业相关的理论研究情况,舒尔茨的人力

资本理论是人力资源和人才流动理论的基础;而国内学者的研究多关注政府和市

场在人才服务业中应该扮演什么角色的问题。然后,本文通过对国内外人才服务

业的发展概况介绍,找出了中国人才服务业发展中存在的主要问题,国外人才服

务业发展对中国人才服务业的示范和借鉴作用。

在介绍完人才服务业的相关背景后,本文开始探讨云南w医疗人才服务中心

的发展战略问题,基于战略决策理论的PEST和SWOT分析之后,结合云南W医

疗人才服务中心的实际情况,制定了相应的战略实施规划。

本研究的现实意义在于根据云南省卫生人才服务业发展的现状和云南w医疗

人才服务中心的发展需要,分析阻碍云南w医疗人才服务中心继续发展的内外因

素,应用战略决策理论的分析方法,为云南W医疗人才服务中心未来的发展提供

具备针对性和可操作性的参考意见和建议。

STUDY ON DEVELOPMENT STRATEGY OF YUNNAN W

MEDICAL TALENT SERVICE CENTER

ABSTRACT

According to the needs of qualified personel of healths services industry

development ofYunNan Province and combined with《Mid/long term development plan

of qualified personel of Yunnan (2010-2020)》,to formulate feasible development

strategy for Yunnan W Medical Talent Service Center development in the future.

First of all,this paper analyzes the current relevant theoretical research of

domestic and foreign qualified personel service industry5based on Schultz's theory of

human capital is the foundation of human resources and talent flow theory; However,

most domestic scholars pay more attention to the government and the market should

play what role in qualified personel service industry problems.Meanwhile,the paper

introduced the development through to the domestic and foreign service personnel, to

find out the main problems existing in the development of Chinese qualified personel

service industry, and the demonstration and reference from the foreign qualified

personel service industry to China’ s qualified personel service

After brife introducing the releveant background of qualified personel,this paper

begin to discuss the problems of the development strategy of Yunnan W Medical Talent

Service Center, based on the PEST and SWOT strategic theory, combined with the

actual situation of Yunnan W Medical Talent Service Center, to formulate corresponding

strategy implementation plan。

The significance of this research lies in the needs of development of the status

quo of health services personnel industry development in Yunnan province and Yunnan

W Medical Talent Service Center, analysis of internal and external factors that hinder

the Yunnan W Medical Service Center personnel continue to develop, application of

analysis method of strategic decision theory,to provide with pertinence and operability

of the comments and suggestions for Yunnan W Medical Talent Service Center

development in the future 0
