摘 要
改革开放以来，中国经济及金融环境发生了翻天覆地的变化。中国建设
银行自 2005 年成功上市以来，作为全新的、首家股份改制国有大型商业银行，
一直是国内银行业关注的焦点之一。黑龙江省建设银行在建行系统的的盈利
能力、成长能力、风险防控能力等方面均处于中下游水平。2007 以来，黑龙
江省建行认真贯彻落实总行风险体制改革方案，在完善风险管理体制、提高
资产质量、改进风险管理流程、提高风险条线人员业务素质水平等方面取得
一定成绩，使省建行整体风险管理能力有了较大提升。哈尔滨地区是黑龙江
省建行各项业务发展的中心，建行哈尔滨城区支行的综合经营实力在省建行
系统中也具有十分重要的地位和作用，其风险管理集中化、专业化建设的意
义也十分重大。

本文通过对哈尔滨城区支行的地理位置、金融环境、管理基础、业务发
展、战略地位等多方面条件的分析，提出省建行在哈尔滨城区建立风险管理
中心具有可行性、必要性和实践意义。在此基础上，借鉴国内其他分行风险
管理改革的先进经验和成功实践成果，依据建设银行总行风险体制改革方案
要求，提出建立哈尔滨城区风险管理中心所需要的有关职责定位、规划设置、
管理体系、配套制度等一系列设立方案，同时，按照这一体系的运行要求，
着重阐述了如何在实际运行中提高风险管理的工作效率和专业化水平，如何
发挥好有效平衡风险与回报的服务功能，从而更大限度的发挥确保建设银行
全面风险管理体系的有效运行。

Abstract
Since the reform and open up, China's economic and financi al environment

to improve the quality of the assets, and improvement of the risk management
process, raise the risk line personnel professional quality level have achieved a
province, make the construction bank overall risk management ability has larger
ascension. Harbin area in Heilongjiang province is the central to the development
of the construction bank all business, the construction bank of Harbin city branch
comprehensive management strength in the province of construction bank system
also has a very important position and role, its risk management centralization,
the meaning of the construction of the professional is also very important.
This article through to the Harbin city branch location, financial
environment, management foundation, business development, strategic status and
so on various conditions, the author puts forward of China construction bank of
Heilongjiang province in Harbin city to establish the risk management center has
the feasibility and necessity and practical significance. On this basis, the
reference other domestic branch risk management reform and the advanced
experience of the successful practice, according to the results of the China
construction bank risk system reform plan requirements, and puts forward to
building the city of Harbin risk management center need related responsibilities
orientation, planning establishment, management system, supporting system set
