摘 要
近年来世界风电蓬勃发展,截至2011年底,我国累计装机容量超过美国,排在
世界第一位。中国风电产业的快速发展导致行业市场竞争日益激烈,企业盈利空间
曰益缩小,绩效管理便成为企业管理的重要问题。当前,风力发电是一个新兴产业,
风电企业绩效管理基础十分薄弱。如何设计针对风电企业特点的绩效考评体系,没
有可以借鉴的先行经验,一直还处于逐步摸索的阶段。很多风电企业都照搬火力发
电企业绩效管理体系,存在很多弊端,没有起到应有的促进员工积极性提调高的作
用。绩效管理问题的存在,日益形成了制约风电企业业务发展的路障。

本文以C风电辽宁分公司为研究对象,分析了公司绩效管理体系存在的问题,并
以公司总体战略和绩效目标为基础,结合企业实际特点,借鉴平衡计分卡和关键绩
效考评(KPI)的论文方法,制定了公司部门绩效考评管理体系,并将绩效考评体
系进行实施。本文共分为6章:具体内容如下:
第一章,主要阐述了研究背景、主要内容和研究方法,并对国内外电力企业绩
效管理现状进行了阐述。

第二章,概述了绩效考评及部门绩效考评的相关理论,对部门绩效考评方法做
了重点分析。

第三章,对辽宁分公司绩效考评现状进行了分析,探索存在的问题。

第四章,结合辽宁分公司发展战略及目标,构建辽宁分公司部门绩效考评体系。

第五章,为辽宁分公司部门绩效考评体系的实施。

第六章,阐述本文研究得到的主要结论。

Abstract
In recent years, wind power is developing rapidly all around the world, as of the end
of 2011,the total installed capacity in our country has outnumbered that in America, and
ranks No. 1 over the world. The rapid development of Chinese wind power industry leads
to the increasingly intense competition in the market, and the benefit space for enterprises
are becoming more and more narrow, and the performance management has become a
significant problem in the enterprise management. At present,wind power is an new
industry, and the foundation of performance management in the wind power enterprises
are very weak. How to design the performance assessment system for the characteristics
of the wind power enterprises,there is no experience to be draw on, and it is still in the
stage of exploration. Many wind power enterprises copy the performance management
system in the thermal power enterprises, but such system has lots of disadvantages as it
can't promote the work enthusiasm of the employees. The existence of the performance
problems is becoming the roadblock of which restrict the development of wind power
enterprises.
This paper take the C Wind Energy Limited, Liaoning branch as the study object,
analyzed the problems existing in the company's performance management system, and
drew up the company department performance assessment management system based on
the company's general strategy and performance objective,through combining the actual
characteristics of the enterprise and drawing on the methods of Balanced Score Card and
the Key Performance Indicators (KPI),and put the performance assessment system into
effect. This paper is divided into six chapters, which are:
Chapter I,mainly stated the study background, main contents and study methods, as
well as the current situation of the performance management in the power enterprises at
home and abroad.
Chapter II,made a summary about the relative theories for the performance
assessment and department performance assessment, and made a key analysis on the
