摘 要
随着国民经济的快速增长,电力工业产生了巨大变化,特别是国家对电力行业
推行的改革举措,使得电力行业的市场竞争变得更加激烈。如何使企业在当前激烈
的环境下生存和发展,作为电力企业的管理者必须要进行本行业战略研究,必须要
制定长远的发展规划,才可使企业立于不败之地。开滦(集团)热电有限责任公司
发展战略的研究就是在这种激烈竞争的形势下提出来的。

首先,面对竞争激烈的市场环境,电力企业战略的制定和选择成为同行业所面
临的普遍问题。本文分析了国内外电力行业发展现状,通过对我国国内电力行业现
状的分析,提出了电力企业要发展、要做大做强,应结合电力企业的自身优势和劣
势,来制定适应该企业的发展战略。

其次,本文利用 SWOT 相关性分析法详细分析了开滦热电有限责任公司的内外
部发展环境。从政治环境、经济环境、社会环境、技术环境等多方面进行详细的分
解,明确了企业目前所面临的优势和劣势、机会和挑战。开滦热电有限责任公司要
想在电力行业中脱颖而出,就要加快改进的步伐。从而提出了目前需要改进的问题。

再次,结合本企业的特点,运用战略管理理论探讨在企业中推行战略管理观念,
对发展战略定位进行选择。

最后,通过分析,实施资源整合的战略对策,为开滦热电有限责任公司的长远
发展提出切实可行的战略措施。

Abstract
Electric power industry has changed dramatically with the rapid growth of national
economy; especially the fiercer market competition resulting from the reform measures
carried out by the government. As for how to exist and develop in present intense
environment, the mangers of power enterprises have to conduct strategic research and
long-term development planning that will enable the enterprises to remain invincible. The
development strategic research of Kailuan Thermoelectricity Co., Ltd is proposed in the
situation of such intense competition.
Firstly, as for the common problems in the strategic establishment and the choice of
electric power enterprises under the intense market condition this paper puts forward that
it is necessary for a power enterprise to work out development measures according to its
advantage and disadvantage if it wants to develop and to be greatly strong by analyzing
the current situations of electric power industry at home and abroad.
Secondly, by making use of SWOT correlation analysis, this paper analyzes the
internal and external development environment of Kailuan Thermoelectricity Co., Ltd in
detail, such as political environment, economic environment, social environment,
technological environment and so on, in order to make sure the advantage, disadvantage,
opportunity and challenge that the enterprise are confronted with at present. Kailuan
Thermoelectricity Co., Ltd has to solve some problems if it wants to stand out in power
industry and accelerate the pace of improvement.
Thirdly, this paper explores the implement of strategic management concept in the
enterprise and the choice of development strategy orientation by utilizing the strategic
management theory in light of the characteristic of this enterprise.
In conclusion, this paper puts forward some practical strategic measures for the
long-term development of Kailuan Thermoelectricity Co., Ltd by analyzing and carrying
out the resource integration strategy.
