摘要

企业发展的第一资源是人力资源。人才是人力资源组成的重要部分,是企业发展中十分重要的战略性资源。企业是由人组成的综合体,有人则企、无人则止,能持续聚集和不断造就高素质人才的企业一定是一个成功的企业。积极的培养人力资源,可以使企业增强生产力和竞争力;可以使职工获得更高生活工作质量和生活舒适度。面对市场化经济带来的机遇和挑战,必须注重人力资源的管理和职工综合工素质的培养,从而实现企业价值的持续增长,为地方经济发展提供动力。

新形势下,煤炭企业如何寻找合适的发展模式,如何保持自己的竞争优势最重要的是观念,关键在于煤炭企业人力资源的管理、开发和使用。重视和大力推动煤炭企业人力资源管理的实践和研究,是企业的当务之急。

本文根据煤炭企业分布的特性,首先指出煤炭企业人力资源开发的重要性和必要性,在对当前所研究的贵州兴安煤业有限公司(以下简称兴安煤业)人力资源管理现状进行调研的基础上,通过研究煤炭企业人力源管理基本特征以及兴安煤业管理的现状,从现阶段问题入手,全面剖析兴安煤业人力资源管理开发过程中存在的问题和内因,研究得出兴安煤业人力资源管理方法中存在的不足,并针对这些不足,以现代企业制度对煤炭企业人力资源管理要求和先进的人力资源管理理念为研究基础,阐明煤炭企业人力资源管理开发中应遵循的原则,从而分析解决兴安煤业人力资源管理中存在的问题,提出了兴安煤业在人力资源管理方面应该采取的具体对策,真正树立“人尽其才、以德为先”的人才理念,创新企业人力资源管理新模式,促进人力资源培养,加快企业人力资源开发,制定并实施符合企业实际情况的人力资源规划,进一步改变企业内部人力资源管理思路和方法。同时对兴安煤业实施新提出的人力资源管理中的人才多样化、培养企业文化、绩效管理、薪酬管理等措施对企业产生的积极影响也进行了详细的论述。文章最后得出,通过对兴安煤业人力资源管理的研究,对企业的发展和经济效益的实现都起到了积极的推动作用,并指出论文研究中存在的不足之处。

Abstract

The human resources are the first resources in the development of enterprises.The talented person is the important constituent of human resources, which are the extremely important strategic resources in the development. The enterprise is a collection made up of people. “Some people then business, nobody then stops”. The enterprise that can gather and accomplish high quality talented person continually will certainly be a successful enterprise. The result of human resources cultivation,speaking of the enterprise, is to strengthen the productive forces and the competitive power; as to the staff, is to improve the quality and satisfaction of life and work.Facing the opportunity and challenge in the market economy, the human resources management and exploit must be given the priority to the development,providing a strong basis of support long-term sustainable development for the enterprise.
In the new situation, how to seek a suitable development model in the coal enterprises How to maintain their competitive advantage The concept is important,depending on management and technology, people is fundamental lies in the coal enterprises in the development management and use of human resources. Attaching importance to and vigorously promote the coal enterprise human resources management research and practice, is the top priority.
According to the distribution characteristics of coal enterprises, this paper first points out the necessity and importance of human resource development in coal enterprises, after studying the current GuizhouXingan Coal IndustryCo.,Ltd, based on the investigation of the current situation of human resource management, through studying the basic characteristics of human source management for coal enterprises and the status quo management of GuizhouXingan Coal IndustryCo.,Ltd, a comprehensive analysis of the GuizhouXingan Coal IndustryCo.,Ltd development process of human resources management and internal factors, the study draws the deficiencies in the GuizhouXingan Coal IndustryCo.,Ltd's human resource management methods. Aiming at these deficiencies, combined with the modern enterprise system of coal enterprise human resources management requirements and advanced human resources management concept as the research foundation, clarify the coal enterprises should follow the principle of human resource management development, to analyze and solve the problems existing in the GuizhouXingan Coal IndustryCo.,Ltd human resource management and put forward the specific countermeasures in the GuizhouXingan Coal IndustryCo.,Ltd management of human resources, truly establishmen Good for firsttalent philosophy, a new model of innovation and enterprise human resource management, and promoting of human resources training to speed up the development of human resources to develop and implement suitable for the actual situation of human resources planning and further change the internal human resources management ideas and methods. For GuizhouXingan Coal IndustryCo.,Ltd to implement the proposed diversity, cultivating enterprise culture in human resources management, performance management, compensation management, measures such as the positive influence to the enterprise is also introduced in detail. The article came to the conclusion that human resource management papers GuizhouXingan Coal IndustryCo.,Ltd mine have played a positive role in promoting the development of enterprises and economic benefits to achieve, and pointed out the inadequacies exist in the thesis.
