前,西安广电网络近年来却一直因为双向网改造业务进程缓慢、效率低下等问题无法确

立市场优势。为了保持市场竞争性,西安广电网络必须加快小区双向网改建设,提高双

向网改业务流程效率,增加广电增值业务范围。本文正是借鉴企业业务流程再造理论中

系统改进法,试图解决公司所面临的问题。

本文从目前广电行业的发展和科学的业务流程管理理念出发,首先,介绍了西安广

电网络公司目前有线网络产业在“三网融合”以及“双向网改”业务中的生存和发展特

征,介绍了国内外有关流程管理的理论研究状况,重点说明了在有线电视双向网改中,

现有的业务流程管理模式存在缺乏行业标准、规范化等问题。通过梳理了有关业务流程

再造的理论和方法模型,并且结合对西安广电网络的组织结构现状以及在双向网改造流

程中出现的问题的研究,提出了业务流程再造理论在广电网络双向网改业务上具有相当

的可行性和必要性,再通过对企业在项目环节优化、成员结构优化、流程系统优化过程

和成本管理四个方面系统的为双向网改造搭建起新的业务流程。最后从建立高效组织管

理体系以及强化对双向网改造业务流程管控这两方面为新流程制定了可行措施。

西安地区在数字电视新业务领域的建设还处在相对落后的局面,本文在分析调研过

程中,应用了流程描述、流程再造、流程设计和流程优化等工具和方法,紧紧围绕流程

系统改进的方法体系对所研究的对象进行流程优化再造,并且总结出了一套有效提升双

向网改造流程运行效率以及人员结构调配的方案,以期望能够达到提高业务流程效率的

目的,为公司发展助飞。
