港口是国家对外经济的窗口。港口的发展直接影响到其所在地区的经济发
展。天津港位于滨海新区,是滨海新区的对外开发开放的重要窗口。随着近几年
国家对滨海新区的一系列优惠扶持,使其迎来了一个经济发展的高速期。天津港
作为新区经济发展的重要一环,近几年也迎来了其发展壮大的时期。天津港以每
年近 1 亿吨的速度,现已发展成为如今年吞吐量超过 4 亿吨的世界级大港。天津
港目前在世界港口中名列第七位。如今,天津港正以成为世界一流企业为目标。

港口设备管理是港口管理工作的重点。如何利用现代管理学的思想提高港口
的人员使用效率和设备保养质量是每个港口管理者必须用心思考的问题。本文借
鉴国内外维修资源配置方面的研究成果,结合现阶段设备特点,针对维修保养人
员的优化配置进行研究。

本文首先分析了 X 公司目前在设备管理中遇到的人力资源为问题。本文对
于这些问题都进行深入的剖析。在人力资源大幅减少的条件下,提出了新的维修
保养模式。针对新模式,进行了职位的重新设计和职位表述。为了配合新的模式
运行,设计和建立员工甄选体制、员工培训体系、员工绩效管理体系等。其中还
利用排队原理对新模式下员工的工作量进行了验证。

该研究工作为港口等其他设备管理单位提供了一种新的维修保养管理模式。

该模式可以实现维修保养人员的优化配置,极大地减少企业的人力资源配置。

Port is the economic window of the international trade. The development of the
port directly affects the economic development of the region. Tianjin port is located in
Binhai new area which is the most important window of Chinese international trade.
On behalf of a series of preferential support on Binhai new area in recent years,
Binhai made a high speed development in recent years. As the most important part of
the Binhai new area, Tianjin port developed quickly. Tianjin port at an annual rate of
100 million, now became a world-class port which in more than 400 million tons of
throughput. Tianjin port is currently ranked seventh in the world. Becoming the world
first-class enterprise is the goal of Tianjin port.
Port equipment management is the key of the port management work. How to
use modern management thoughts to improve port of the efficiency of personnel and
equipment maintenance quality is main work for all the port intendants. After
studying the achievements of the research of the human resources at home and abroad,
this paper combined the characteristics of the equipment management at present with
and study on the optimal allocation of maintenance personnel.
This paper first analyzes the problems of the X company in human resources and
equipment management at present. In this paper, the author deeply analyzed all these
problems. Under the condition of human resources sharply reduce, puts forward a new
maintenance mode. We redesigned and formulated the position of the new model. In
order to fit the new mode, the design and set up the system of staff selection, staff
training system, employee performance management system, etc. Which also used
queuing theory to new model want to employee's workload is verified.
The research work, for the port and other equipment management unit, provides
a new maintenance management mode. This pattern can achieve the optimal
allocation of maintenance personnel, greatly reduce the human resource configuration.
