首先,介绍了国内外绩效考评的研究发展情况及相关理论,探讨了绩效考评对
企业长远发展的重要意义,分析了科学的绩效考评体系的影响因素,为构建办公系
统绩效考评体系的构建奠定了一定的理论基础。
其次,分析首秦公司的基本概况及绩效考评的现状,重点针对办公系统人员绩
效考评体系存在的缺陷和突出问题进行了深入研究,为绩效考评体系构建及功能完
善提供了依据。
再次,针对首秦公司办公系统人员绩效考评体系的问题,对考评体系进行了重
新设计,并从指导思想、设计原则、内容等方面进行了具体论述,尤其是提出了业
绩指标量化在提高员工业务能力和部门管理水平方面的重要作用。
最后,对构建的首秦公司办公系统人员绩效考评体系试运行情况进行了问卷调
查,并根据调查情况,提出了为确保体系顺利实施,需要的组织、制度、人员等方
面的实施保障。

With the development of economic globalization and information technology,
enterprises are constantly explore new mode of management, performance appraisal as the
core of human resource management, is an important way of promoting the enterprises
keep talents. Scientific and perfect performance evaluation system, to improve enterprise
talent competition advantage, strive for healthy and stable long-term development process
plays a vital role. In this paper, on the basis of modern theory of performance evaluation
as the foundation, with the examples of shouqin company office staff in view of the
defects of the existing performance evaluation system, set up a set of give priority to in
order to target management, scientific and reasonable and operational stronger new
performance evaluation system.
First, this paper introduces the research development of the domestic and foreign
performance appraisal and related theory, discusses the significance of performance
appraisal to the enterprise long-term development, analysis the influence factors of the
scientific performance appraisal system, to build the office system of the performance
appraisal system may provide the theoretical basis.
Secondly, analyze the basic situation of shouqin company and the current situation of
performance appraisal, focusing on office staff defects and outstanding problems of the
performance appraisal system were studied, for the performance evaluation system to
build and provided the basis function is perfect.
Again, in view of the office staff of shouqin company performance evaluation system,
evaluation system for the redesign, and from the aspects of guiding ideology, design
