本文首先描述了员工培训所处的历史背景、研究目的和研究意义以及国
内外培训现状,指出员工培训工作对中小企业的重要作用。紧接着结合员工
培训相关的理论观点,选取了哈尔滨玻璃钢研究院人力资源管理为对象,全
面阐述和探究了该单位员工培训的主要状况,准确定位该单位当前培训管理
体系中需要改进的主要地方,在培训过程中出现的企业对员工培训认识不足,
培训方案设计不够科学,培训评估机制不健全等问题,并找出存在问题的原
因。在此基础上,对哈尔滨玻璃钢研究院员工培训体系进行构建,使员工培
训更好地服务于企业战略需要。
本文围绕主题进行系统讨论时,既采用了文献分析和问卷调查的分析方
法,也兼用了理论研究和实证研究的分析方法,寻找构建更优培训机制的方
法和途径,目的就在于保证员工和企业保持发展协调一致性,真正落实培训
管理活动的基本目标,为企业构建核心竞争力、实现有序科学发展夯实基础,
同时,也为具有同样管理需要的其他中小型企业提供员工培训的建议和指导。

Abstract
Under the background of the knowledge-based economy times, human
resource management has become a fundamental function and an important
constitutional part of the modern business management. And the employee
training has an important position and plays a positive role in the human resource
management system. Employee training has already become an important means
to cultivate high-quality staff and create the core competition, which affects the
employee's performance and the overall competition ability for the enterprises.
So the quality of training itself is very important for the enterprise development.
Harbin FRP Institute is a state-owned enterprise transformed from the public
service unit, with 600 people and 50 years of history. With the rapid development
of market economy, the original training and human resources reserves can no
longer satisfy the strategic needs of corporate strength by the talented. How to
effectively and fully develop the existing human resources and improve the
capacity and efficiency of the staff has become the key competitive advantage.
The historical background of Harbin FRP Institute, researching purposes
and significance as well as the status quo of training staff at home and abroad
were firstly described in this paper. The paper showed the important role of staff
training for small and medium enterprises. Next, the current situation and status
of human resource management and staff training for Harbin FRP Institute were
introduced and analyzed in detail, combining the basic theory of staff training.
The shortcomings and defects in the original training system were pointed out,
e.g. insufficient realization for staff, unscientific training program design and the
imperfect training evaluation mechanism, and the reasons of these problems were
found out. On this basis, staff training system of Harbin FRP Institute was
constructedto make the staff training better serve the needs of business strategy.
The methods combining literature reading with questionnaire, and
combining theoretical research and empirical research were used in the
analysis.By constructing the employee training system, the enterprise develops
simultaneously with the staff to achieving training objectives, enhance the
competition of human resources and lay a solid foundation for the sustainable
development of enterprises, and bring inspiration to staff training for small and
medium enterprises.
