摘 要
企业有效的人力资源管理有利于企业消除内耗,最大限度地发挥企业的潜
力,取得良好的经营效益。目前电力行业内外部经营环境不断的变化,随着国
家电网持续的市场化改革,“一强三优”、“三集五大”建设等战略目标的推进,
电力行业的新技术快速发展,需要企业在人才建设方面也要同步跟上,为企业
的持续快速发展提供人才支持。但由于历史原因,电业局的人力资源管理还不
够规范,不能为企业的发展提供战略支持。通过系统分析牡丹江电业局当前人
力资源管理现状,提出强化人力资源管理的具体措施,对实现电业局人力资源
集约化管理,提高经营效益具有现实意义。

本文依据人力资源管理的相关理论,首先对牡丹江电业局人力资源总量进
行分析,从员工年龄结构、学历结构、技术资格结构、技能等级结构四个方面
进行人力资源结构分析,并分析近六年人力资源的变化情况,同时与省内其它
四家电业局的主要数据指标进行对比分析;然后从年龄结构、学历水平、专业
技术人员和技能人员比例、劳动效率、人岗匹配性、用人机制、人力资源规划、
激励机制和人力资源开发水平等九方面提出牡丹江电业局人力资源管理中存在
着人员结构性问题和人员培育使用问题,并从七个方面分析了产生这些问题的
原因;最后结合牡丹江电业局的实际情况,提出七项强化人力资源管理的具体
对策:⑴树立战略人力资源管理意识;⑵进行人力资源的供求预测;⑶建立灵
活性用工机制;⑷完善岗位分析;⑸培训和开发企业员工;⑹规范岗位绩效评
价;⑺加强员工职业生涯管理。

Abstract
The effective human resource management of enterprises is helpful for
eliminating internal friction, maximizing the potential of the enterprise and then
achieving good economic benefits. The power industry internal and external
business environment changes constantly, with the market-oriented reform of State
Grid continued, one strong and three excellent,three focus and five aspects
construction strategic target to promote rapid development of new technology, the
electric power industry needs talents to support for the continued the rapid
development of enterprises. But due to historical reasons, electric power bureau’s
human resource management is not standard, can’t provide strategic support for the
development of enterprises. The systematic analysis of the human resource
management of the current situation of Mudanjiang electric power bureau, and put
forward some concrete measures for strengthening human resource management,
which has reference significance to realize human resources’ intensive management
and improve operational efficiency.
This paper based on human resources management related theory. It firstly
carries on the analysis to the total amount of Mudanjiang electric power bureau
human resources. Then it analyzes the structure of human resources from their age
structure, educational structure, technical qualification structure, skill structure in
four aspects, and changes of human resources in the past six years, at the same time,
a comparative analysis about main data indexes carried out with four other electric
power bureaus in Heilongjiang province. Then from the age structure, educational
level, professional and technical personnel skilled, labor efficiency, talent -post
matching, selection mechanism, human resource planning, incentive mechanism and
manpower resources development level, it gets the main problems in structural
problems and training or using of staff about the human resources management in
Mudanjiang Electric Power Bureau, and furtherly analyzing the reasons for these
problems from seven aspects. Finally, combining with the actual situations of
Mudanjiang Electric Power Bureau,
Putting forward seven specific countermeasures of strengthening human
resource management: 1.establishing the consciousness of strategic human resource
management; 2.predicting the supply and demand of human resources planning;
3.establishing flexible employment mechanism; 4. Perfecting job analysis; 5.
Training and developing staffs of enterprise; 6.Geting job performance evaluation
standard; 7.Strengthening employees occupation career management.
