摘要
自由贸易区对于发展中国家而言，可以提高一国出口额、改善贸易条件，并
吸引外国直接投资、便于引进先进技术和管理，从而达到拉动本国经济增长的目
的。国内自贸区的发展仍较处于初始阶段，珲春作为图们江地区对外开放的窗口，
是东北亚经济圈重要的边境开放城市，对加强东北亚区域经济合作具有举足轻重
的作用。珲春市具有建立自由贸易区的基础优势和先决条件，但在基础设施、配
套功能等方面仍不完善，缺乏明确的发展目标和工业布局、产品定位甚至是目标
产业，支撑自贸区建立的制度体系仍未确立，这些都限制了自贸区的发展。本文
以珲春自贸区建立的可行性为出发点，分析了珲春经济发展的现状，并对珲春建
立自贸区进行了 SWOT 分析，提出了珲春建立自贸区的战略思想及战略定位， 并
从自贸区政策保障、管理运作、管理措施等方面提出了相应的对策。本文旨在为
珲春自由贸易区的发展战略提供可行的发展思路，希望对政府未来制定自由贸易
区发展规划提供有益的参考。

本文分为五个部分:
第一部分介绍了论文的选题背景、研究意义和国内外研究现状，并对论文的
研究内容、研究方法和创新点进行了阐述。

第二部分介绍了珲春市的经济发展现状，分析其宏观及产业环境以及吉林省
产业现状，为进一步发展自贸区提供研究基础。

第三部分是关于珲春自由贸易区的战略思想、战略定位和战略目标等。对珲
春自由贸易区的发展做出了中期、长期的发展规划。

第四部分是发展策略的研究，包括产业规划原则、产业功能布局规划、目标
产业的确定等，并对产业发展策略进行了 SWOT 分析。

第五部分是对珲春自贸区的发展保证措施的介绍，由政策保障、管理运作、
管理措施等部分组成。

Strategic research on Building Hunchun Free Trade Zone
Abstract
For developing countries, the free trade zone can usually raise the export, i
mprove the trade condition, attract foreign direct investment, and make the introd
ucing of advanced technology and management easily so as to achieve the aim
which can promot their own country’s economic. The development of national fr
ee trade area is still at the beginning stage. As the window of opening to the o
utside world in Tumenjiang Area, Hunchun is an important open city along bord
ers in Northeast Asia economic circle. It plays a decisive role in strengthening t
he regional economic cooperation in northeast Asia. Hunchun have the basic ad
vantages and the prerequisite to establish free area. But it still not perfect in the
infrastructure and some mating functions. It lack for a clear development goals
and industrial layout, product positioning, and even the target industries. h The i
nstitutional system which support the establishing of free trade area has not been
established. All of these limit the development of free trade area. As the startin
g point this paper based on the feasibility of establishing the Hunchun free trade
area. and analyzes the current situation of economic development and the SW
OT of establishing a free trade area in Hunchun. The paper also put forward the
strategic thought and and the strategic location of establishing a free trade zone
in Hunchun. The paper put forward the corresponding countermeasures in safeg
uarding the policy in free trade ,management and operation, management measure
.ect. The purpose of this paper is to provide the feasible development ideas of
development strategy of hunchun free-trade area, and hope to provide some ben
eficial references in formulating plans for the development of free trade zone by
the government in the future
