摘要

企业的发展战略是根据企业所处的市场环境变化趋势并结合自身特点提出的,对于

服从于企业战略的企业组织结构,必须适时地根据市场环境变化调整自己,以达到更好

地为企业实现既定目标服务的目的。

本文以辽宁省建筑设计院为蓝本,研究了中型建筑设计企业组织结构调整之路。本

文从建筑设计行业生存背景分析入手,提出了研究的目的:(1)以辽宁省院的实际情况

为出发点,为其构建一种最适合其发展的组织结构模式;(2)提出变革方案作为组织结

构顺利构建的保障,为省院先人一步的发展提供理论上的支持。(3)为与辽宁省院存在

类似的问题的建筑设计企业的组织结构变革提供有益的参考。

本文通过对辽宁省建筑设计院组织结构现状分析,结合当代组织理论的发展趋势,

提出了新的组织结构模型:(1)以“项目管理”为业务核心、以项目经理为负责人、以

项目组为工作形式的业务运行模式代替现有的综合所模式;(2)以“市场管理部”代替

现有的院长+所长的承揽任务模式,建立系统的涵盖前期开发至后期服务的全过程的企

业营销体系;(3)通过循序渐进的变革,逐渐提高企业的项目管理能力,最终建立“项

目管理部”,对工程项目进行专业的专人的管理模式;(4)对职能部门进行从以“设计所”

为服务中心向以“项目组”为核心的服务转变。最终建成市场管理部+项目管理部+项

目组+职能部门的具有扁平化、柔性化特点的矩阵式组织结构模式。文章还对新的组织

模式的可行性和具体的实施步骤进行了阐述。

Study on Organization Structure Reformation of LiaoNing

Provincial Building Design & Research Institute

Abstract

The strategy for enterprise development strategy is proposed according to changing

trend of market environment in its industry and its own characteristics.The organization

structure of the strategy for enterprise must be duly adjusted evolving with the change of

organizational environment in order to better achieve the goal.

This paper takes LiaoNing Provincial Building Design Institute as a model to study

the adjustment strategy of medium-sized design companies.The study begins with living

background of this design company and aims at the following purpose: at first,it build a

organization structure mode which based on this design company's actual situation,and

then it proposed transformation schemes for the company .These transformation schemes

can be referenced when a company encountering similar problems.

Combining with the development trend of the contemporary theories, the

organization structure mode of this paper was proposed by a analysis of current

organization structure about LiaoNing Provincial Building Design Institute. In this mode,

the business focus on Project Management,the person in charge was the project manager,

and it take the project group instead of the current comprehensive design institute as a

form of work; in this mode,it take market-administration instead of current President

adding director of the institute mode as task mode which building a marketing one-stop

system; in this mode, it enhance the enterprise project-management skills gradually

through transformation and build the project-management at last; in this mode, the design

institute will be insteaded by project-management gradually as functional departments.At

last,it will be formed a matrix management mode which consists of

market-managementproj ect-management,proj ect-groupfunctional departments .This
