通信企业设备资产全生命周期管理中的

移动信息技术应用研究

摘要

通信企业具备管理信息化的先天优势,在过去十年内,先后引入

ERP, EAM等多项管理信息系统,对企业管理提升发挥了巨大的促进作

用。但不可否认,目前在管理中仍然存在一些薄弱环节,例如工程设

备与资产管理脱节,管理过程按照职能分段孤立,系统冗余、无效信

息突出,动态管理欠缺等,为改进上述问题,本文通过探讨资产全生

命周期管理理念和PAS 55资产管理体系要求,提出了引入GIS系统,

结合智能手机功能,促进通信企业资产全生命周期管理的解决途径,

以全面提高通信企业精细化管理水平,提升运营效益。

论文共分六章。第一章引言部分简要介绍了固定资产的定义及固

定资产管理的意义、方式和工具。第二章介绍了国际上较为认可的全

生命周期管理理念及新兴的PAS 55资产管理体系。第三章则重点针

对通信企业资产管理的特点,在简单介绍企业架构理论的基础上,使

用EA方法论对通信企业资产信息化管理平台的业务架构、数据架构、

应用架构和技术架构进行了探讨。第四章以河南移动为例,介绍了国

内通信企业目前资产管理中存在的问题和薄弱环节。第五章则针对管

理现状,结合资产管理信息化平台建设要求,提出了引入GIS系统,

结合智能手机功能,促进通信企业资产全生命周期管理的解决方法,

并探讨了引入GIS系统的整体架构和需要考虑的若干现实问题。第六

章对GIS系统与通信企业管理的结合进行了展望。

APPLICATION OF MOBILE INFORMATION

TECHNOLOGY FOR FIXED ASSETT,S FULL LIFE -CYCLE

MANAGEMENT IN COMMUNICATION COMPANY

ABSTRACT

Gommunication Company has the advantage of management information system, in the last

ten years, they have consecutively deployed many systems like ERP, EAM etc. This made a deep

influence on company's management. However, it's no doubt that there are still some weak points

in the management,such as project instruments management is not aligned with fixed assets

management, management processes are divided by departments, iscellaneous system, invalid

information, weak in dynamic management. In order to improve such status, we provide a flill life

cycle fixed asset management solution which combines with GIS system and smart cell-phone

ftinction, through discussion of the asset lifecycle management idea and the requirements of PAS

55 asset management system. This solution in the end fiilly leverage lean management and

improve business benefit for Communication Company.

This article is divided into 6 Parts:

Part i,the introduction summarized definition of fixed asset and fixed asset management's

significance, mode and tool.

Part II introduced a well-known,full life cycle fixed asset management system: PAS 55.

Part III discussed business architecture, data architecture, application architecture and

technical architecture of Communication Company fixed asset management with EA methodology

after basic description of EA method theory, according features of Communication Company asset

management.

Part IV took CMCC He Nan branch for example, introduced domestic existence of current

problems and weak points in assets management.

Part V proposed the solution of communication company full life cycle fixed asset

management which combined with GIS system and smart cell-phone function, according to

current management status, discussed how to involve GIS system architecture and several

practical issues we should considered.

Part VI prospected GIS system's application in communication company management.
