摘 要
随着人们对医疗质量和医疗安全的关注程度日益加强,医疗管理制度也不
断变革,绩效管理成为医疗机构提高其管理水平的重要手段。在现代医院管理
和运行中,越来越多的公立医院重视通过绩效管理的途经来实现发展战略,绩
效管理也越来越受到重视。作为医院中层干部既是决策的执行者,又是基层工
作的组织者、管理者,是医院的中坚力量,起着承上启下的作用。如何运用平
衡计分卡对医院中层干部进行有效的绩效管理成为了人力资源最重要的内容。

因此,将这一管理工具引进到医院绩效管理,并完整、彻底的贯彻实施,将为
我国公立医院的绩效管理评价提供操作性强的办法,从而使医院的社会效益得
以衡量,为医院最终达到社会和经济效益双赢,为医院战略管理和制定行动方
案提供了可操作的模本。

本文以云南省中医医院为例,探讨公立医院中层干部绩效管理存在的问题,
提出运用平衡计分卡对中层干部进行绩效管理,将财务指标统一到医院的管理
流程中,并通过战略将四个维度统一,改变了传统的只追求利润最大化的绩效
管理模式,医院通过管理运行,取得了满意的效果。

通过研究,一方面有助于积累平衡计分卡在云南省中医医院中层干部绩效
管理中的运用发展经验,为公立医院改革发展提供借鉴,具有积极的现实意义。

另一方面,通过对案例的客观分析,进一步探索运用平衡计分卡管理的实施策
略,为医院制定如何发挥优势,利用机会,为中层干部绩效管理发展提供依据。

同时,从总体上把握医院发展方向,并提出适当的实施策略,具有一定的实践
意义。

Abstract
As the people's concerns for medical treatment and medical safety level is
becoming more and more strong, accompanied with the constant change of medical
management system , performance management has become an important way for
medical institutions to improve their management level. During the process of
modern hospitals' management and operation, more and more emphasis has been
putting on government hospitals' performance management to realize their
development strategy. As the connecting link between the preceding and the
following, middle management cadre plays the role of executor, organizer and
manager. How to use the balanced score card to accomplish performance
management effectively has become the most important elements of human resources
management. Therefore, the fully use of this management tool will provide effective
means of operational management in government hospital, which equips hospitals a
balance to measure social benefits, gives the hospitals a win–win in achieving social
and economic benefits, provides a workable template for hospitals to make strategic
management and development of action plans.
Take Yunnan Provincial Hospital of TCM as an example, this paper discusses
existing problems in its performance management and gives the suggestion about
practicing performance management with BSC. It also discusses the opinion about
unifying financial indicators to the hospital management process, and through the
Four dimension of unity, change the performance management basing on the profits.
By managing practice, the hospital achieves satisfied results.
Through research, on the one hand, this paper make contributions to the
accumulation of experiences of using BSC in Yunnan Provincial Hospital of TCM
and provides useful experiences for the reformation of government hospital. On the
other hand, through an objective analysis of the case, the paper further explores the
usage of the BSC, provide the basis for performance management and suggests how
to play advantage and take advantage of opportunities. At the same time, grasping the
