摘要

曲靖是中国乃至亚洲最大的烟叶产区,烟叶产量曾占全国总产量的

十分之一、云南省总产量的三分之一。由于制度不健全、缺乏专业人员、

建设管理经验不足等原因,在建设中存在片面追求大规模、大手笔、讲

场面、比大气等情况,未完做到因地制宜、尊重客观实际的要求,导致

部分工程闲置,并存在部分区域重复建设的情况,造成资金浪费;工程

设计时,部分项目存在图上规划、图上设计,未到实地进行勘察测量,

导致建设项目与百姓需求相脱节。

本文通过对曲靖市烟叶生产基础设施建设整体规划和管理等问题展

开分析研究,运用系统工程、性线规划、最短路径等理论进行科学规划

和科学管理,从而提高烟叶生产基础设施建设规划的科学性、系统性及

建后设施的利用率。最大限度发挥烟田的水利、密集烤房、育苗设施、

机耕路、土地整理、农业机械综合配套使用能力。

ABSTRACT

Qujing is the largest tobacco producing areas of China and Asia,the

tobacco production has accounted for 1/10 of the national total production,

1/3 of the total output of Yunnan province. Due to institutional deficiencies,

the lack of professionals and experience of construction management, there

is the one-side pursuit of large-scale and great scene in construction of the

project,at the same time not fully tailor measures to suit local conditions

and respect the objective reality requirements, resulting in the idle of part

of the existence projects. There is duplicate construction in part of the

region, resulting in the waste of money. Part of the project didn't

investigated and survey in the field, just design and plan on the map,

leading to disconnect between construction projects and demands of the

people.

Through the thoroughly analysis and research of the planning and

management problem of Qujing tobacco production infrastructure

construction, using scientific methods of planning and management improve

the scientific and of systematic of construction planning, elevate the

utilization of tobacco production infrastructure construction. Maximally

elaborate the ability to use tobacco fields of water conservancy, bulk curing

barn, nursery facilities, tractor ploughing road, land consolidation,

agricultural machinery comprehensive supporting.
