摘 要
伴随着经济全球化和经济一体化的浪潮，我国中西部地区成为承接国际和沿
海地区产业转移的“主营地”，承接产业转移极大地加快了中西部新型工业化和城
镇化进程。目前一些学者已经注意到产业转移对承接地城镇化发展有促进作用，
说明承接产业转移具有城镇化效应。但学者们在阐述产业转移与城镇化之间相互
作用的关系时仍是经济表象层面的分析，没有从微观层次上去分析产业转移与城
镇化之间的作用机制。此外，从现有的研究成果来看，目前对于产业转移与城镇
化之间相互作用的关系的研究，往往还只停留在理论层面上的探讨与案例分析的
总结，较少有建立产业转移与城镇化之间的实证分析模型，从而使成果的精确性
与可靠性得到怀疑。正是如此，本文探索性地分析了产业转移城镇化效应的内涵
与作用机制，并构建了计量分析模型，以湖南省为例，实证检验了产业转移城镇
化效应的大小。虽然目前的研究仍处于试探性阶段，但对于推动产业转移与城镇
化相关理论的发展，具有特定的意义。

本文首先介绍了产业转移与城镇化的相关理论；接着对产业转移城镇化效应
的内涵进行了重新界定，认为产业转移城镇化效应是指产业转移发生促进了承接
地生产要素的流动以及经济发展方式的转变，特别是农业剩余劳动力向城镇的集
聚以及城镇生活方式的确立，从而使得承接地城镇化水平提高的经济现象；然后
从产业结构演进、经济规模扩张以及生产要素流动三个面阐述了产业转移城镇化
效应的作用机理，并构建了产业转移城镇化效应的计量分析模型，从而完善了产
业转移城镇化效应的理论体系。其次以湖南省承接国际和沿海地区产业转移的数
据为样本，从时间序列数据出发，分别测度湖南省承接国际和国内区域产业转移
的城镇化效应的大小；同时从湖南省的长株潭、洞庭湖、湘中、湘南、湘西五大
区域面板数据出发，分别测度湖南省各区域承接产业转移城镇化效应的大小，并
进行了比较。结果显示：湖南省无论是承接国际发达国家产业转移，还是承接国
内沿海地区产业转移均存在明显的城镇化效应，而且不同区域存在着区别。最后，
本文为湖南省有效承接产业转移、推进城镇化道路建设提出切实可行的建议。

Along with the wave of economic globalization and integration, the central and
western regions in China have became the main place for undertaking industrial
transfer coming from international and coastal areas, which has greatly speeded up the
process of new industrialization and urbanization. Presently, some scholars have paid
attention to the positive effect of undertaking industrial transfer which could promote
the development of urbanization; they just analyze the economic representation
interaction between industrial transfer and urbanization, but not deeply analyze the
mechanism between the industrial transfer and urbanization from the micro level.
Additionally, from the existing research results, the method of research on the
relationship between the industrial transfer and urbanization, there are still many
cases discussion and theory summary, which made the accuracy and reliability of
results get suspicious with less empirical analysis used in industrial transfer and the
urbanization. So, this paper explores the connotation of industrial transfer and the
mechanism of the urbanization effect and constructs the econometric model. Taking
Hunan Province as an example, this paper tests the urbanization effect for undertaking
industry transfer. Although the current study is still at the exploratory stage, it still
has a specific meaning for promoting the development theory of industrial transfer
and the urbanization.
Firstly, this paper redefines the connotation of urbanization effect of the
industrial transfer, considering the urbanization of industrial transfer mainly refers to
promote the flow of production factors and the transformation of the mode of
economic development, especially establishes the agricultural surplus labor to urban
agglomeration and urban lifestyle, which can improve the urbanization level, and then
we elaborate the function mechanism of urbanization effect for undertaking industrial
transfer from three aspects: the evolution of industrial structure, economic scale
expansion as well as the flow of production factors, construct the urbanization effect
econometric model, which then establishes the theory system of industrial transfer of
the urbanization effect. Secondly, we take the time series dates of Hunan province of
undertaking industrial transfer of international and coastal areas, which used to
measure undertake international and domestic regional industry transfer of technology
spillover effect size respectively. Then take the five regional panel dates of
Chang-Zhu-Tan, Donating Lake, central Hunan, southern Hunan, western Hunan,
which measure and compare the regional urbanization effect size for undertaking
