随着我国市场经济的进一步发展,企业对于高层次人才需求越来越显著,企
业的发展越来越离不开具备现代企业管理知识与能力的高素质人才队伍,可以
说,高素质管理人才将是企业核心竞争力的重要组成部分。因此,后备干部的培
养作为企业管理人才队伍建设的一个重要部分,也越来越受到企业的重视。
后备人才是企业的储备力量,建设后备人才管理体系,搭建人才梯度对企业
的可持续发展起到十分重要的作用。在我国市场经济体制改革的大环境下,A企
业(即A卷烟厂)现有的后备人才管理体系无法满足企业战略发展的要求。本
文在分析A企业现有的后备人才管理体系的基础上,以战略为导向,按照现代人
力资源管理理念,提出更为优化的管理体系,从管理基础和管理环节两个方面对
企业的后备干部管理体系进行优化。
文章围绕企业后备干部管理体系的构建展开,首先对国内外发展现状和相关
理论进行概述,接着通过对A企业后备干部管理现状的分析,提出改善措施,建
立新的后备干部管理体系,主要从以下几个方面提出优化措施:第一,根据企业
战略实现后备人才规划;第二,引入职业生涯规划,实现组织发展与个人发展的
双赢;第三,采用科学的测评手段选拔出有潜能的后备人才;第四,通过培训开
发后备人才的潜能。
