常州市县区级公务员绩效工资制度改革问题研究_MBA论文(60页)

摘 要

随着经济社会的不断发展,我国公务员薪酬制度与现代社会发展状况的矛盾逐
步显现出来。常州市位于江苏南部,长三角中心地带,近年来经济发展十分迅速。

目前,常州市公务员薪酬制度除按国家统一标准外,也在根据自己的情况进行相关
的调整。但是,由于受客观因素的制约,薪酬制度还存在很多的矛盾,如工资福利
政策执行的不一致性、各类人员收入差距过大,还缺乏合理的绩效工资分配制度等。

这些问题都急待解决。

本文主要通过文献调查法回顾了我国机关单位工资发展的历程和我国公务员
工资水平的现状,通过对常州市不同地区机关工作人员、全民事业单位、镇属人员
以及退休人员的收入情况及绩效工资水平调查,并以常州市武进区为研究对象,结
合案例分析法深入分析了机关事业单位绩效工资制度中存在的问题,即机关事业单
位实施绩效工资后可能引发内部分配矛盾、基础性绩效工资所占比例过高很难形成
真正的绩效考核、奖励性绩效工资方案的制定难等。基于这些问题,运用薪酬与绩
效考核原理阐述了在常州市区县级公务员绩效工资改革中应遵循公平公正,激励为
主,以法律为依据的原则,分析了区县公务员绩效工资的决定因素,提出了建立常
州市县区级公务员绩效工资水平调控机制和收入分配机制,逐步统一同一级别的机
关福利政策,完善公务员考核指标体系,提高单位分配的自主性,建立合理的内部
分配体系等对策。

With the development of social economy, contradiction between salary system of
the civil servant and modern social improvement is uncovered.Changzhou city, which is
located in south of Jiangsu province,in the centre of Yangtze River Delta region,is now
developing very rapidly.Nowadays,however, constrained by economic development,
many contradictions exist.For instance, salary welfare policy inconsistencies, personnel
income gap, salary distribution system lacking and so on , all these problems are needed
to be solved.
This study uses comprehensive survey of literatures and integrated data,
combine salary development,connect the present wage level of different areas different
vocation in ChangZhou.We investigate office workers,public institution,and county
belonged worker, the retired,analysis the salary deeply,find out a suitable wage system
and the problems existing in the present system.Internal distribution conflict would rise
after implementing performance salary in institution. For example, high proportion of
basic performance pay is hard to form the real performance appraisal, incentive
performance pay is difficult to lay down. At the same time, after implementing
performance salary in institution is the contradictions in the distribution of social
resource. In the enterprise, complementing performance salary will enlarge the income
gap between enterprise retiree and institution retiree. From the villages and towns, it
could trigger a Comparisons of town since hirers with functionarise in town.The reform
of performance related system should follow justice,inspiration and the law and depend
on regional divergence combining with price of commodities,post differences together
with labor intensity,relevant Laws and regulations and offical document.The aim is to
establish regulatory mechanism of salary system in ChangZhou,unify the same level's
welfare policy gradually,and provide guide role,continuity and assessment criterion of
civil servant.We should establish scientific and resonable income distribution
