摘 要
在宽带中国的大背景下，更快、更好宽带网络建设已经是势在必行的趋势，传统
的网络形式已经不能满足高速率、高质量的宽带网络需求，也正是在这种情况下，驻
地网网络以其覆盖好、速率高的独特优势占据了现代通信市场的江山。也正是驻地网
项目的优越性所至，其实施全过程管理要求也比传统管理模式复杂，需要结合现代的
管理模式，改进以往传统管理模式的弱势及缺点，提高项目的管理效率。

对于工程项目主要涉及的管理问题包括关键技术、成本、质量及风险四大方面，
只有做好这四方面的全过程管理，才能保证项目的顺利实施及交付。缺少任何一个环
节的控制，工程项目都可能出现极其严重的、难以预测的后果。只有加强对这写因素
的控制及管理，保证每一个环节不出现问题，工程项目的整体预期目标才不会受到影
响。

本文以沈阳全运村驻地网项目作为研究对象，重点对沈阳全运村驻地网项目建设
进行现代化、系统化、流程化、统一化管理的情况进行阐述，剖析了管理过程中遇到
的关于项目关键技术管理、成本管理、质量管理、风险管理中遇到的问题，并分析造
成以上管理问题的原因，根据公司在以往工程项目中的施工经验，结合现代管理学及
相关学科的管理知识解决这些出现在项目中管理的问题，保证了此项目的顺利交付。

此次项目管理的研究为本公司以后的类似工程项目的实施提供了借鉴，同时也希
望能在以后的工程项目中或其他公司的类似项目中提供有价值的参考建议。

In the background of broadband Chinese, it is already be imperative trend to
construct a faster, better broadband network .The traditional form of network has
been unable to meet the demand of higher rate，higher quality broadband，it is also in
this case，CPN（Customer Premises Network） network with its unique advantages of
high rate of coverage，to occupy the market of modern communication market. It is
also the superiority of CPN project, the implementation of the whole process
management requirements also is more complex than the traditional management
mode， requires a combination of modern management mode，improve the weakness
and the shortcoming of the traditional management mode, improve project
management efficiency.
Management for engineering project mainly includes key technology, cost,
quality and risk. in order to ensure the smooth implementation of the project and
delivery, we must process management of these four aspects： The project may
appear extremely serious, difficult to predict the consequences if lack of control of
any link. Only by strengthening the control and management of these factors, ensure
each link is not a problem, the overall project objectives will not be affected.

Meet venue as the research object, focusing on the modernization, systematization,
