摘要
随着我国经济的发展,以牺牲环境推动经济发展所引起的环境污染问题日渐
突出。“十二五”期间环境污染的治理得到了我国政府的高度重视,国家出台多项
针对环保产业的利好政策,特别是向社会购买服务政策的出台促进了 BOT、BT、
TOT等投资模式的兴起,国内多家大型国企、上市公司纷纷进入环保市场。深圳
德荣环保投资有限公司作为较早进入城市生活垃圾处理领域的企业,其面临着日
趋激烈的市场环境,为适应内部及外部环境的变化,公司比较迫切的需要加强对
发展战略的研究

本课题以深圳德荣环保投资公司作为研究对象,制定了与德荣公司相切合的
横向一体化和多元化发展战略。规划了拓展环保产业投资领域、开展项目收购与
合作、项目公司业务多元化、建立战略联盟、创新投资模式的战略实施措施。建
立了战略实施的保障措施,即:扩展融资渠道、优化人力资源结构、完善企业文
化建设、促进技术创新、合理布局市场等

本课题首次对德荣公司发展战略进行系统研究和分析,提出改变传统投资模
式,创新投资思路的新举措,对德荣公司突破自身发展过程中遇到瓶颈具有重要
的指导意义

本文针对德荣公司进行实证研究,能够为德荣公司的发展提供理论支持,并
通过指导德荣公司发展战略的实施实现公司战略目标。能够为环保产业内的企业
提供参考,共同促进环保产业健康、有序的发展

pollution is becoming more and more prominent,which is the consequences that
promoting economic development at the expense of the environment. The Chinese
government attaches great importance to The management of environmental pollution

environmental protection industry, especially the purchase of service policy to social

This topic takes Shenzhen Derong environmental investment company as the
research object, established horizontal integration and diversification development
strategy which is appropriate to DeRong's conforms . Planning the expansion of
environmental protection industry investment, acquisition and cooperation projects,
play item company radiation force, to establish a strategic alliance, innovation
investment mode of implementation of the strategy. Establishment of the safeguard
measures, the implementation of the strategy is: to expand financing channels, optimize
the structure of human resources, improve the building of enterprise culture, promoting
technological innovation, rational distribution market.
This topic does research and analysis on the company's development strategy of
Derong system for the first time, proposing to change the traditional investment model
and innovation investment ideas of new initiatives, which makes great guiding
significance to DeRong company to break through their own development process

进入二十一世纪以来,全球环保产业得到了迅速的发展,并由此带来巨大的
经济效益。据统计,全球环保产业的市场规模从1992年的2500亿美元增长到2010
年的6000亿美元,年均增长率8%,环保产业由此进入发展的黄金阶段,并正在
成为国家战略的重要部分

随着经济的发展以及人民生活水平日益提高,我国在环境保护领域面临的问
题逐渐显现,特别是生活垃圾产生与消纳之间的矛盾日渐突出。据统计,我国垃
圾累计堆存量超过60亿吨,并每年以10%的速度增长,我国生活垃圾处置行业存
在着巨大的市场空间

2009年以来环保行业受到空前关注,以BOT、BT等模式投资城市生活垃圾
处置项目的环保公司层出不穷,行业规划密集出台。2011年12月国务院印发《国
家环境保护“十二五”规划》,明确提出提高生活垃圾处理水平,加快城镇生活垃
圾处理设施建设。2012年5月国务院办公厅印发《“十二五”全国城镇生活垃圾无
害化处理设施建设规划》,根据规划,“十二五”期间,全国城镇生活垃圾无害化
处理设施建设总投资2636亿元。2012年3月国务院批转发改委《关于2012年深
化经济体制改革重点工作意见的通知》,要求完善鼓励引导民间投资健康发展的配
套措施和实施细则,鼓励民间资本进入市政、能源等领域,引导民间资本进行重
组联合参与国有企业改革。2012年6月住建部发布《关于印发进一步鼓励民间资
本进入市政公用事业领域的实施意见的通知》通过深化价格改革,充分调动民间
资本参与相关领域投资经营的积极性。2013年国务院出台《关于加快发展节能环
保产业的意见》,提出政府向社会组织购买公共服务。至此,城市生活垃圾处理行
业市场备受关注,行业内企业间竞争加剧,如北控、桑德等水处理公司进军生活
垃圾处理行业,上海环境集团、绿色动力控股集团、重庆三峰、温州伟明集团、
威立雅环境服务集团、光大国际新能源、中科通用、天津泰达环保公司等一些具
