摘 要
建立服务型的高绩效政府已成为各国政府改革的共同认识。在我国,行政体制改革虽然开始进
入了一个新的阶段,但政府内部各单位部门管理制度的改革还不是很完善,难以使整个政府的绩效
得到持续的改善与发展。在此背景下,为提高管理效率和公共服务水平,政府部门开始重视组织内
部的绩效考核工作。审计机关作为政府组织的重要行政单位,同样需要建立一个科学、完善以及实
用的绩效考核体系,从而推动审计机关改善内部管理并提高监督服务水平。因此,本文将 XC 审计局
的绩效考核体系作为研究对象,分析现有考核体系所存在的诸多问题及其原因,并针对这些问题为
XC 审计局设计了一个系统完善的绩效考核体系

本文主要采用文献分析与局部访谈的方法对 XC 审计局的绩效考核现状进行分析,指出了其存在
的问题并全面分析了原因。在此基础上,本文从绩效考核指标、考核实施方案与考核实施保障三大
方面对现有的绩效考核体系进行优化完善。首先在考核指标的设计上,本文根据 XC 审计局的使命与
职能,运用平衡计分卡和目标管理法,设计了组织、部门、岗位三个层面的绩效考核指标体系;其
次在考核实施方案上,本文对现有考核体系中的考核主体、考核周期、考核程序及考核结果计算与
运用等方面进行调整与完善。最后在绩效考核实施的保障措施上,本文提出塑造有利于绩效考核的
机关文化、开展绩效考核培训、采用先进的绩效考核科技手段等措施,为 XC 审计局绩效考核体系的
有效推进提供有力的保障

通过此次研究设计,一方面可为XC审计局改进完善其绩效考核体系提供良好的指导与支持;另
一方面,针对政府机关具体职能而设计一套系统完善的绩效考核体系的思路与方法,也能为其他公
共事业单位改进绩效考核工作提供借鉴

It has become the common understanding of government reform to build a service-oriented
government with high performance. In China, the reform of the administrative system has started to enter a
new stage, but the reform on management system of internal departments in government is not perfect.
Therefore, it is difficult for the government to improve performance and make sustainable development. In
this context, in order to improve management efficiency and public service level, the government began to
attach importance to the organization's performance. As an important administrative unit of government
organization, Audit institutions also need to establish a scientific performance appraisal system, so as to
promote the auditing organs to improve the internal management and improve the level of supervision
services. Therefore, we made the performance appraisal system of the XC Audit Bureau as the research
object, analysed problems and reasons of the existing evaluation system, and aims at these questions to
design a system of perfect performance evaluation system.
In this paper, the current performance appraisal of the XC audit bureau is analyzed by using the
methods of literature analysis and interview, and we pointed out the existing problems and reasons. On the
basis of this, this article from the performance assessment index, assessment and appraisal of the
implementation of security scheme optimize to the three major aspects of the existing performance
appraisal system. Firstly, in the design of assessment index, according to the mission and functions of the
XC Audit Bureau, we used the methods of balanced scorecard, management by objectives, to design
performance appraisal index system in organization, department and position three levels; Secondly, in the
appraisal of the implementation of scheme, this paper adjusted and improve the existing evaluation system
of assessment subject, assessment period, the procedures of examination and use of assessment results.
Finally, this paper designed the safeguard measures of implementation system in performance appraisal.
That is to facilitate organ culture of the performance assessment, to carry out performance appraisal, and to
use advanced performance appraisal technology measures, in order to provide the powerful safeguard for
effective performance appraisal system in XC auditing bureau.
Based on the research design, on the one hand we can provide guidance and support to improve its
performance appraisal system for the XC Audit Bureau; on the other hand, ideas and methods to design a
set of system of perfect performance evaluation system for government agencies can also be applied for
reference to improve the performance appraisal in other public institutions.
