摘要:在当今经济发展中,人力资源的价值无法衡量,是一种能为企业生产
经营创造巨大效益的资本,对人力资源进行深入开发是企业发展的必然。企业必
须建立一套能够充分发掘人力资源潜力的机制,为员工的成长、发展提供良好的
环境,使其积极性得到充分发挥,工作潜能得以充分发掘,满足企业经营和发展
对人力资源的需求,从而有效增强企业的核心竞争力,实现企业可持续发展的长
远目标。

本研究将结合现有的人力资源开发相关理论,选择 Y 国际化工股份有限公司
作为研究对象,通过其人力资源开发方面的问题作了调查分析,并结合企业实际
情况,有针对性地对该公司的员工职业生涯管理、培训机制和绩效考核机制进行
优化,从而促进该公司人员知识、能力、技能、经验的有效提升,为该公司的健
康发展提供持续有力的人才支撑和智力保障。

本文共分为四章:
第一章为绪论,首先介绍了本研究的研究目的及意义、交代了本研究的研究方
法。

第二章对人力资源开发的基本概念及主要理论进行了简要介绍。

第三章对 Y 国际化工股份有限公司人力资源开发现状进行了分析。首先对该
公司的人力资源开发概况进行了详尽说明,然后指出了其在员工职业生涯管理、
培训机制和绩效考核机制方面存在的问题,并对造成问题的原因进行了分析。

第四章对 Y 国际化工股份有限公司人力资源开发对策进行了整体设计。首先
提出了以注重激励、注重对人力资源存量的开放培养为对策的指导思想,从建立
员工职业生涯管理体系、优化培训机制和健全绩效考核机制三方面制定了对策的
具体内容,就对策的可行性和可能遇到的问题、困难进行了分析,并提出了相应
的保障措施。

第五章对本次研究的成果进行了总结。

Abstract : In the modern enterprise and economic development, talent is
an immeasurable capital, which can bring huge benefits to the enterprise. Developing
the talent as a resource is the necessary for economic development. Enterprises
must create a good environment for attracting and training talents, which can provide all
the requirement for them to create, so that their initiative and labor potential can be fully
bringing into establish a scientific and reasonable mechanism of human resource
development. With in the needs of enterprise economic development and
the competition for talent, to achieve the long-term goal of enterprise's core
competitiveness and sustainable the development.
This study will combine the relevant theory of the human resources
development, choosing the Y International Chemical Limited by Share Ltd as the
research object. By analyzing its human resource development problems and combining
with the actual situation of the enterprise, to pertinently optimize it’s career
management, training mechanism and performance evaluation mechanism is. In the
goal of enhance the workers knowledge, ability, skill and experience, in according to
continually provide strong and intellectual talent support for the company.
This paper is divided into four chapters:
The first chapter is the introduction. First it’s introduced the basic concept of the
aim and significance of the study of human resources development and relevant
theory, and also explained the research method.
The second chapter has introduced the relevant theory of human resources
development.
The third chapter has analyzing the current situation of Y International Chemical
Limited by Share Ltd human resource development. Firstly described detailed of surveyand the development of human resources of the company. Secondly points out
its existing in the occupation career management, training mechanism and performance
evaluation mechanism, and analyses the cause of the problem.
The fourth chapter carried on the overall design of Y international
chemical Limited by Share Ltd human resources development mechanism optimization
scheme. Firstly put forward a proposal of focusing on the motivation, stock open
culture of human resources as the guiding ideology. Secondly from three aspects
of optimizing the occupation career management, training mechanism and performance
evaluation mechanism for the specific content of the programmed, and analyzing the
possible problems and difficulties in the implementation plan to formulated
corresponding measures.
The fifth chapter summarizes the results of this study.
