摘 要
建筑业在促进国家经济繁荣和提升人民生活质量方面发挥着不可替代的重要
作用。国家通过基础设施建设来扩大内需,给建筑施工企业提供了一个很好的发
展空间和机遇。但是激烈的市场竞争也相应地对建筑施工企业的技术和管理水平
提出了许多新的、更高的要求。我国建筑施工企业长期受到传统经济体制的影响,
建筑工程项目管理上还存在较多问题,突出表现在没有或缺少工程项目执行过程
中相关的控制方法,尤其是前馈机制和量化机制,如何加强项目执行过程中事前
预防和事中控制成为了建筑施工企业工程项目管理面临的一个重要议题,建筑工
程项目执行绩效指标如何设计、度量以及评估机制的建立仍有待进一步深入。已
有绩效评估办法,多针对施工质量、环境影响等,并不能充分显示工程进展的实
际状况,事前预防和事中控制机制和量化机制也难以落实到位。因此,开展工程
项目施工企业执行绩效评估的研究,将大大促进建筑施工企业工程项目管理水平
的提高,有利于提升建筑施工企业管理控制能力,显著提高工程项目的经济效益
和社会效益。

本研究聚焦于西安鼎正建设集团有限公司(以下简称:鼎正建设)长庆泾河工
业园综合楼项目施工阶段,以鼎正建设对该工程项目执行管理控制机制需求为诉
求,引用成熟的绩效评估模型,构建建筑施工企业项目执行绩效评估指标体系。

本研究首先采用文献分析方法,在分析国内外己有的相关研究成果基础上,通过
问卷调查及访谈,提炼出各种绩效衡量指标,并运用模糊德尔菲法和层次分析法,
筛选指标,确定各评估指标相对权重,进而分析评估指标的影响因子,建立指标
准则,构建工程项目执行绩效评估的指标体系,包括项目施工管理效能、项目内
部流程、产值、盈亏、管理费和风险事故等 6 项指标,并对每一项指标意义及量
化方法进行详细描述,对于项目施工管理成效和项目内部流程两项指标,又分别
制定了相应的评估准则和权重,构成了完整的指标体系。随后,针对所建立工程
项目执行绩效评估指标体系进行实例应用,根据长庆泾河工业园综合楼项目的实
际情况,与其负责人沟通,搜集有关数据,所涉及资料、数据均通过严谨的计算
及筛选,六项评估指标均通过一致性检验,验证了本文研究的工程项目施工期间
绩效评估指标体系的可行性和科学性。

本研究构建的工程项目执行绩效评估模式,可以提供给鼎正建设在工程施工
期间进行自我管理使用,有利于提高工程项目管理水平;同时也能促进实现项目
管理层与施工执行层的双赢局面,显著提高工程项目的经济效益和社会效益。

Abstract
Intense market competition brings a huge challenge to the construction enterprises.
With the transition of these construction enterprises to the enterprises of management
and profits type, a push to performance assessment in the process of management is a
necessary trend for the enhancement of cost management. Nevertheless, most
construction enterprises don’t formulate the assessment criteria or terms whose aim is to
evaluate the project till the end of the year or the time when the project is finished. The
purpose of performance assessment is not an eventual assessment for the finished
project but a systemic assessment, analysis and conclusion of temporal target, execution
process, results, profits and regulations on different phases in the project. Performance
assessment is supposed to detect the problems and defects occurring in the project in
time and to rectify the corresponding plan together with the lapses, thus rendering the
project management in a controlled status. This is the very ultimate aim to establish a
performance assessment system for construction enterprises. Project management
performance is the score and the profits acquired by enterprises management of
construction projects, which requires the specific index to reflect. That is, an assessment
index system need be formed. The assessment index system is the foundation and the
core for evaluating project management. Wherever there is no assessment index system,
there is no regularized and scientific assessment job.
On the basis of analyzing DingZheng construction’s Project of ChangQing
Building of Jinghe Industrial Park, the dissertation delves into discussing the key factors
in the period of construction, and establishing an assessment index system for building
contractors to evaluate performance with the purpose of providing the evidences for the西安建筑科技大学硕士学位论文
assessment which further acts as the basis of project target management control. On the
basis of the related research analysis abroad and home, the research herein, based on the
theory of performance assessment, establishes an assessment index system with
quantitative and qualitative analysis, guaranteeing the project assessment is scientific,
reasonable and effective. The dissertation collects the data through questionnaire
investigation as well as visit and quantizes the data by fuzzy Delphi method and
analytic hierarchy method to determine the assessment index and impact factors. The
research involved adopts a hierachical method to analyze index, thereby forming the
basis of assessment mode. Firstly, the target level is determined, that is, an index
framework is established. Secondly, the index level is determined, in which fuzzy
Delphi method is applied to determine the assessment index, analytic hierarchy method
is then used to determine the weights and finally the impact factors of the assessment
index is further analyzed to establish the criteria level which combines the process and
performance assessment. By virtue of the analysis and conclusion of the research based
on Dingzheng construction’s Project of Changqing Building of Jinghe Industrial Park,
the dissertation verify the functionality of the proposed performance assessment index
system, thus providing the necessary evidences for management methods and
performance assessment formulation regulation. Performance assessment will improve
the project management level to a large degree and increase the self-management
control ability of building contractors, thereby remarkably increasing the economic and
social profits of construction projects.
