摘要

当前,我国电力行业正处于人才储备建设的关键期,各类人才是我国电力行

业发展的重要保障。内蒙古国电能源投资公司作为我区电力行业的领导企业,如

何在选取、培训、激励人才上下功夫,出成效是一个亟待解决的问题。目前国电

能源投资公司的人力资源管理制度限制了企业职工的技能进步以及个人成长。经

济计划方式是国电能源公司釆取的提高企业效率的主要手段,利润增长目标的完

成由行政命令推动进行。因而企业员工的创造性得到极大的抑制。在当前电力行

业齐头并进,争分杯羹之时,努力实现高级管理者和前沿技术人才的保有量是国

电能源公司在现实条件下必须认真思考并努力探索的。公司为实现提高人力资源

开发水平,使企业在发挥承担更多的社会责任中处于不败位置,必须解决诸多问

题。本文以内蒙古国电能源投资公司员工需求及发展情况为基础,从人才发展现

状、需求结构、管理及技术人才流向分布、质量等方面分析电力企业所需员工发

展的现状、需求及其之间的矛盾,提出开发高层次、供需相符的人才发展建议。

Abstract

At present,the electric power industry of our country is in the key period of talent

reserve construction, all kinds of talents is an important guarantee for the development

of China's power industry. Guodian Inner Mongolia energy investment company as the

power industry in our district leader, how in the selection, training, incentive talent

under the time, the effect is a problem to be solved. The electric energy investment

company's human resources management system to limit the supply and demand of

enterprise employees. It has adopted to improve the efficiency of enterprises is the main

way of economic plan,the administrative command prompt economic plan, which

makes the system inhibited the use of employee creativity. In order to adapt to the fierce

competition of economic globalization, China must make great efforts to realize the

electrical energy investment company senior management and technology talent

quantity maximization conditions in the property right of human resource under

monopoly. Company to improve the level of human resources development,so that

enterprises in the play bear unbeaten position more social responsibility, must solve

many problems. This paper is based on Inner Mongolia's electric energy investment

needs of employees and the development situation, from the personnel situation,

demand structure, management and technical personnel flow distribution, quality and

other aspects of analysis of electric power enterprise staff needed development present

situation, the demand and the contradiction between the development of talent

development, high level, supply and demand.
