电力生产输运行业是世界各国关乎国计民生的基础性产业。在我国,随着经

济技术的飞速发展,供电企业在国家的政治、经济、民生各个领域的重要性显得

尤为重要。但是电力企业重负荷运行、安全监督不到位、安全管理存在问题等缺

陷造成的供电安全事故时有发生,给国家和人民造成巨大的损失。因此在电力安

全生产上,党和国家高度重视,多次发文要求电力行业高度重视安全问题,责令

各电力主管部门制定并妥善实施安全管理制度,力争电力生成供应安全通畅。

本文根据电力企业的特点,结合目标管理理论方法,对供电企业安全目标管

理的问题进行分析。最后分析了普洱供电局安全目标管理体系,分析并提出完善

和改进普洱供电企业安全生产管理目标体系措施,目的在于提高普洱供电局安全

管理水平,减少安全事故的发生,同时为类同企业安全管理提供理论与实践参考。

STUDY SAFETY MANAGEMENT SYSTEM OF PIPER

ELECTRIC POWER

Abstract

Power Conpany is an important special enterprise in a country. Its mission is to

provide safe,economical, clean energy for economic and social development. In all

aspects of its daily work,security issue is the lifeline about economy, people's

livelihood and politics. So, power industry received much attention of government

and it is asked to concern great importance to security issues. Thus, power conpanies

must to develop and properly implement crisis management, and strive to guarantee

the security of electricity generation, transportation and sippfy.

According to Yunnan Electric Power Corporation and electric power

manufecturer's constantly-changing environment and the present situation of Pufer

Power Siq)ply Bureau^ in this thesis, using the theory of safety management objectives,

security objectives management system for Power Supply Bureau of Pu丨er were

carefully analyzed and some current problems were found. To solve these problems,

using management objectives techniques and methods, in accordance with the rules of

power sipply enterprise and the path and method for controlling risk methods

effective strategies, Pufer supply enterprise safety management system was modified

and inproved.
