摘 要
在企业的运营管理中,中层管理人员是企业效益的主要创造者和生产经营活
动的具体组织者,是企业的核心和骨干成员,是企业运行的枢纽。绩效管理与人
力资源计划相辅相成,建立科学、系统、有效的中层管理人员绩效考核体系,不
仅能够充分调动他们的积极性,帮助公司有效达成使命,创造高绩效,为公司中
层管理人员的奖惩、培训、晋升、薪酬提供依据,而且提高公司全员绩效水平,
并成为公司成长发展的持续动力源泉。本文采用举例论证法、资料查阅法、调查
研究法、定量与定性分析法、系统分析法以及理论与实践相结合的研究方法,分
析蔚州发电厂中层干部考核的现状,并对绩效管理体系的完善进行论述
本文首先介绍国内外绩效考核和绩效管理的理论研究现状,对绩效管理理论
进行了梳理和总结分析。文章接下来,对蔚州发电厂中层干部考核现状进行了描
述,并对该发电厂中层干部考核过程中存在的问题进行归纳和总结,此部分内容
是本文的研究重点之一。接下来介绍蔚州发电厂绩效管理体系的完善,该部分是
论文的第二个重点内容。主要介绍了绩效管理体系的构建、业务流程以及具体的
实施过程。论文最终介绍蔚州发电厂绩效管理体系实施的结果及运用,明确绩效
考核的定位,加强绩效的控制,健全绩效考核指标体系,完善绩效反馈和应用,
使该发电厂中层干部考核及绩效管理成为一个较为完整的体系。本文通过对蔚州
发电厂中层干部绩效考核现状进行研究和分析,对绩效管理体系进行评价和完
善,提出改进建议。将中层干部考核及绩效管理体系的完善作为本文的研究重点,
这不仅对企业建立中层干部绩效考核体系具有现实的应用前景,而且对其他大型
国有企业加强绩效管理体系的建立也具有一定的借鉴意义

Abstract
In the company's operating management, middle managers are the main creators
of enterprise efficiency and production activities specific organizers are the company's
core and the core members, is the hub of business operation. Performance
management and human resources plan complement to establish a scientific,
systematic and effective middle management staff performance appraisal system, not
only can fully mobilize their enthusiasm to help companies to effectively achieve its
mission to create high performance, the company middle management incentives,
training, promotion, compensation provide the basis for, and improve the company's
full performance level, and the company's continued growth and development of the
power source. In this paper, for example argumentation method,data access method,
survey research,quantitative and qualitative analysis, systems analysis and the theory
and practice of combining research methods, analysis of middle-level cadres Yu Zhou
Power Plant situation assessment, and performance management system improvement
were discussed.
This paper first introduces the domestic and international performance appraisal
and performance management theory research status, performance management
theory was sort out and analyzed. Articles Next, the middle-level cadres assessment

the problems and summarized the contents of this section is one of the focuses of this
study. Next comes Yu Zhou Power Plant performance management system

System implementation and application of the results, a clear positioning performance
appraisal to enhance the performance of control, a sound performance evaluation
index system, improve the performance feedback and applications, so that the plant

system. Based on the performance appraisal Yu Zhou Power Plant Status middle-level
cadres to conduct research and analysis, performance management system for
evaluation and improvement suggestions for improvement. This is not only for
