城镇化已经上升为国家战略,越来越得到重视,同时一个国家城镇化水平的
高低也能够影响工业化与现代化的水平,城镇化的进程以及实施并不是单一过
程,经济政治文化建设都受到城镇进程的影响,其中农村人力资源的开发是城镇
化的关键,人力资源如何利用将关系到强国富民。虽然我国农村人力资源十分丰
富,然而水平低的现状已经严重制约了城镇化的推进和新农村的建设。因此,如
何在城镇化背景下研究农村人力资源的开发途径是当前急需解决的当务之急。
农村的人力资源的开发有它独到的特点,并不同于其他领域的人力资源的开
发应用,尤其是在推进城镇化的过程中,探讨农村人力资源的开发方式有着极其
重要的理论实践意义。农村有着极其丰富的人力资源,但是必须指出的是这些人
力资源自身有着比较大的局限性,所以如何开发好农村人力资源,是城镇化推进
过程中最为关键的环节,同时也是促进农村经济发展,提高农村人力资源的各方
面素质的关键。本文着力于湖北省建始县的农村人力资源在城镇化推进的过程当
中面临的挑战与机遇,提出了面临机遇的方式以及接受挑战的对策,通过文章探
讨出适合建始县特色的农村人力资源开发途径以及城镇化推进方式。
本文首先对其他领域内人力资源开发的相关理论进行总结与归纳,同时发现
在国内当今将人力资源开发与城镇化的推进相结合的理论研究比较少见,鉴于
此,本文力图把二者有机联系起来在城镇化的背景下研究湖北建始县农村人力资
源开发的情况。本文重点针对湖北省建始县农村的人力资源现状以及建始县推进
城镇化的进程,结合这两者之间的相互联系进行了较为深刻的理论分析,在这基
础上结合所获得的一些数据以及调查资料,分析得出湖北省建始县农村人力资源
与城镇化之间具有良性互动的关系。同时也分析了城镇化对农村发展的影响,以
及当前农村人力资源所存在的问题以及对城镇化推进过程中的影响,得出了在城
镇化背景下农村人力资源开发所面临的机遇挑战以及相关对策,对促进建始县农
村人力资源开发的同时推进城镇化水平有着极其重要的理论与现实意义。

Abstract
Urbanization is inevitable trend of economic and social development of countries
and regions also is a powerful driving force and carrier of industrialization,
modernization. The implementation of the urbanization strategy, the urbanization
process is complicated system engineering, related to the economic construction,
political construction, cultural construction,social construction, Party construction
and other fields. Human resource development is the priority among priorities to
improve productivity, is the road of the powerful nation,the root of enriching people.
Although our country's rural human resources are very rich, but low levels have
seriously restricted the construction of urbanization and new rural. Therefore,how to
study the development approaches which in the context of urbanization of rural
human resources is the current urgent priority.
In the way of development under tiie background of urbanization of the rural
human resources for the advancement of urbanization and how to effectively use the
rich human resources in rural areas has a very important theoretical and practical
significance. If rural human resources could be developed and utilized effectively, it
will bring enormous influence in the aspect of the development of rural economy in
China, and to promote urbanization, and realize the development aim of
people-oriented. In view of the existing rural Hubei Jianshi county urbanization
process in the human resources problems and challenges, this paper puts forward the
corresponding countermeasures, pertinence and maneuverability, which has a certain
reference function on the development of rural human resources and promote the
development of urbanization.
