摘要

财务集约化管理作为国家电网公司构建“三集五大”体系的重要组成部分,是陕西省

电力公司(以下简称“公司实现建设“一强三优”现代公司总体战略的重要内容。为此

了应对ERP软件系统的应用和财务集约化对于财务人员团队结构和能力需求的变化,

公司提出财务人员结构中高级职称人数过半,本科及以上学历人数过半,财务调考成绩

优秀率过半的要求。然而,根据公司财务人员业务素质调查结果显示,公司目前财务人

员结构与公司战略发展需求的差距依然很大,加强培训提升财务人员整体素质、淘汰冗

余人员,加强对财务人员的培训迫在眉睫。

本文采用统计法、问卷调查法、文献资料法、案例分析法等研究方法对公司财务人

员的学历、职称、业务水平的进行了详细的分析,结合公司战略需求、培训现状等因素

设计了一整套财务人员培训课程体系。课程体系包括会计专业调考培训、职业能力提升

培训、职业资格考试培训三个层次,分别用于解决公司财务人员专业基础知识薄弱、操

作和管理能力欠缺、中高级职称人数过少等问题。

最后,通过对培训体系实施过程中的组织制度保障、资源保障的分析,以及一期已

开办的培训班的效果反馈分析,确定培训体系课程内容安排合理、培训体系保障充分,

具有较强的操作性和实际指导作用。

Abstract

To be a significant component of system of 'Big-Centralized Control' mode

by State Grid Corporation of China, financial intensive management will be an

important content of whole strategy by Shaan'xi subsidiary which wish to

realize 'one power three excellent' project. Shaan'xi subsidiary presents

requirement that the proportion of accountants who own senior technical title,

education background should be bachelor or higher and excellent rate of

financial test are all should hold more than half for replying application of ERP

and changing of financial team structure and needs of capacity of accountants by

financial intensive. However, according to working ability investigation result of

financial staff, it shows that financial staff structure still is not able to satisfy

with company's needs of strategic development enormously. Thus, enhancing

training for all financial staffs working ability, cutting down redundant staff are

extremely urgent.

This research analyzes financial staff's education level, technical title and

working capability in detail based on methodology include statistical method,

questionnaires, literature and case study. After that, this dissertation design a set

of training course which integrating company's strategic needs and training

current situation for financial staff. It include three levels that accounting test

training, promotion of working capability training and v ocational qualification

test training. It will solve the problems of financial staff lacking of specialty

basic knowledge, operational and management ability and less number of staff

who own intermediate and senior technical title.

Finally, through analysis of guarantees for organizational system and

resource in process of carrying out training system and feedback of training

course which has been started, to ensure whether training course set reasonable,

own strong operability and realistic guiding function.
