人力资源市场规范化的需要,各种人力资源外包企业迅速壮大, 但人力资源外包
企业仍存在着很多问题,在一些制约竞争力的要素上并没有重大突破,尤其在竞
争战略研究方面还缺乏理论支持
本文将探讨 L 公司作为一家市的人力资源外包企业竞争战略的分析和选择
的问题,不仅是为 L 公司的发展战略决策提供参考,也是为已经或正在准备从事
该行业的企业提供一个行业发展思路
文章首先介绍了分析企业外部宏观环境的 PEST 分析模型,迈克尔波特教
授著名的结构化的环境分析方法“五力分析”以及对企业内外部条件进行综合概
括的 SWOT 分析法,并提出了层次分析法在竞争战略选择的方法论意义
接着文章系统论述了与人力资源外包有关的概念,指出人力资源外包行业的
主要服务模块。然后介绍 L 公司的基本情况,应用 PEST 分析法、波特五力模型
等工具,分析 L 公司所处的内部与外部竞争环境
最后,文章运用 SWOT 分析法,提出 L 公司最优竞争战略,再运用层次分
析法评估最优竞争战略的选择,并对最终确定的竞争战略的实施进行了具体的说

ABSTRACT
In today's highly competitive markets, Enterprise demands more in the Human
Resource management. For the developing of Human Resource management market,
Human Resources Services Company developed very fast, but it still has a lot of
problems, there is no breakthrough on key elements which affect the enterprise’s
competitiveness, especially on the theories support in the aspects of competitive
strategy studying.
The paper will discuss the competitive strategy analysis and choice of L
Company, which is a human resources services company in Shenzhen. It not only
provides reference for L Company’s development strategy decision making, but also
for the companies which have or are engaged in the industry. It offers an idea of
development of the industry.
Firstly, the paper introduces the PEST Analysis Model which is used to analyze
the macroeconomic environment outside the enterprise and Porter’s five forces
analysis, which is a framework for industry analysis and business strategy
development formed by Michael E. Porter. Then the paper explains SWOT analysis
which compares the internal and external conditions and offers the options of
competitive strategies. for outlined in the SWOT analysis, and proposed a level
analysis methodology of choice in the sense of competitive strategy, human resources
services for the formulation of competitive strategy has laid a theoretical foundation.
Secondly the paper discusses the system and the concept of human resource
services industry. Then it outlines the basic information of L company and applies the
PEST analysis and Porter's five forces model to analyze L company's internal and
external competitive environment.
Finally, the paper applies SWOT analysis and proposes the four competitive
strategy options for L Company. competitive strategy for developed and implemented
to prepare to do analysis. Then it applies AHP to choose the competitive strategy, and
finalized the implementation of the competitive strategy.
