在当今商业环境和激烈的市场竞争形势下,企业必须建立良好的组织结构才能

促进企业又好又快地确保其竞争优势并推动城市建设,要了解公司如何通过组织结

构调整和变革来实现以上目标,需要深入企业内部进行分析研宄,本文拟在这一领

域进行尝试。

本文主要使用文献研究法和调查研究法,来对长沙XD 土地幵发公司的组织结

构再造进行研究。本文首先分析长沙XD 土地开发公司的组织管理现状,包括企业

发展概况、现行组织结构形式及特点;在此基础上,总结了现行组织管理存在的主

要问题并分析问题产生的原因。目前该公司组织结构存在的主要问题有:第一,组

织机构庞大且层级众多;第二,组织任务分配不当;第三,组织职能划分不明确;

第四,组织岗位设置不合理;第五,高层管理范畴设置不合理。其次,探讨了该公

司的组织结构再造的必要性,包含宏观环境分析(PEST)和行业环境分析,并运用

SWOT方法对企业经营战略进行分析。再次,对长沙XD 土地开发公司组织结构再

造方案进行设计,包括选择组织结构形式、设计公司整体组织结构和项目部组织结

构,分析与设计各部门职能、设计岗位、设计关键运_流程。最后,对该公司的组

织管理再造体系实施提出建议以及保障措施,内容包括:实施前进行培训,对组织

变革的支持环境进行营造,制定实施方案的整体规划,建立并完善配套的政策制度。

作为长沙重要企业之一,目前,长沙XD 土地开发有限公司面临着外部竞争环

境剧变、产业升级的问题,提高企业的运作效率,获得持续核心竞争力的企业发展

目标对组织结构改革提出了客观上的需求。本文对该公司的组织结构再造进行研

宄,希望为其他企业的组织变革提供一定的借鉴和参考。

Abstract

Now the market competition is very fierce, enterprises must establish the better

organizational structure to ensure its competitive advantage and promote the city

construction, if we want to understand how the company to achieve these objectives

through the organization structure adjustment and reform, we need to analyze the intern

in deeply,this article attempts to research in this field.

The literature research method and survey method were used in this paper to

research the structure reengineering of Changsha pilot Land Development Co. Ltd.

Firstly, this paper analyzes the companies' organization management, including the

current enterprise organizational structure and characteristics; on this basis, summarizes

the reasons for the problems existing in organization management and analyzes problems.

The current organizational structure's main problems in this company are: the

organization is huge and hierarchy are numerous; task allocation is improper; the

organization function division is not clear; organization and post setting is not reasonable;

top management set is unreasonable. Secondly, it discusses the necessity of the

reconstruction of organizational structure of the company, including macro environment

(PEST) and industry environment, and uses SWOT method to analyze enterprise

business strategy. Thirdly, it designs the scheme of the organization structure

reengineering, including the selection of structure form, designing the whole

organizational structure and the project organization structure, analysis and design the

functions of various departments, job design, and key business process. Finally, input

some measures for the organization and management of the company's recycling system,

including: before training, support ring to create organizational change, the overall

planning of the implementation scheme, establishing and perfecting the supporting policy

system.

As one of important enterprise in Changsha, Changsha pilot Land Development Co.

Ltd. is facing the questions of external changes about competitive environment and

industrial upgrading, the sustainable development goal which are improving the

operational efficiency and obtaining core competitiveness put forward objective demand

for reform of organization structure. In this paper, the company's organizational structure

reengineering is researched, hoping to provide some reference for other enterprise

organizational change.
