摘要
公立医院对于解决我国当前严重的“看病问题”承担着重要的“公益性”责任,但从我国
三个不同时期的“医改”制度变迁过程来看,其管理体制问题一直是解决“看病问题”的关键,
也是当下政府着手进行“公立医院改革”的重点。自2009年“新医改”以来,国家出台了一系
列进行公立医院管理体制改革的政策与指导意见,基本上确立了 “政事分开、管办分开、医药分
开、营利性和非营利性分开”的“四个分开”改革目标,同时在建立理事会等多种形式的公立医
院法人治理结构方面,进行了试点探索。从目前的改革试点状况来看,一些地区和公立医院己经
形成了有特色的管理体制改革模式。
当前新医改的各项措施及制度的出台给医院带来了新的机遇,但同时也把医院送入更加激
烈更加复杂的市场经济竞争中,医院必须创新管理模式寻求生存、寻求发展的新去向。本文正是
基于这一背景下针对宁夏人民医院引入企业化管理模式进行探索,就是医院在条f卩允许的前提
下,适当的釆取当前企业所应用的管理方式,打破事业编制类的吃大锅饭,解决患者看病难、看
病贵的问题等问题。本文通过对医改政策及目前运行的公立医院企业管理模式的分析,提出了宁
夏自治区人民医院改革发展的方式,并进一步探索新医改形势下公立医院可持续发展的有效路
径,以期为宁夏人民医院改革发展提供借鉴。

Abstract

The current introduction of new medical reform measures and systems to hospitals has brought
new opportunities , but also more intense the hospital into a more sophisticated market economy,
competition, hospitals must seek innovative management model to survive,to seek flie whereabouts of
the development of new . This article is based on this context the introduction of Ningxia People's
Hospital for enterprise management mode to explore, is under hospital conditions permitting, to take the
appropriate management of the current enterprise applications,broken mess career preparation class to
solve the patient difficult and expensive problems and other issues. Based on the medical reform
policies and the current run charity hospital enterprise management mode of analysis, the Ningxia
Autonomous Region People's Hospital of reform and development, and to forther explore effective path
under the new healdx care reform situation in public hospitals for sustainable development,with a view
to the Ningxia People's Hospital Refonn development of reference.
