摘 要
21世纪是知识竞争的时代,承载知识的人是企业核心竞争力的重要来源,因而
成为企业争夺的关键资源。在动态复杂的市场环境下,企业人力资源规划不再局限
于传统的需求和供给分析,如何制定出与组织战略相联系并能适应组织未来发展的
人力资源规划方案是人力资源管理部门面临的新任务和挑战
面对企业人力资源管理的新挑战,许多学者提出了“战略性人力资源规划”的概
念。文章以中油燃料沥青公司为研究对象,首先阐述了与该研究相关的一些理论基
础与国内外研究现状,然后对公司内外环境进行SWOT分析和人力资源盘点,据此理
出制定人力资源规划的思路,最终制定了包括人力资源补充、培训、薪酬激励、职
业生涯规划等的人力资源策略方案。为落实战略性人力资源规划与传统人力资源规
划工作的区别,文章给予了员工能力和素质、工作状态更多的关注,为此在人力资
源盘点工作中专门对员工的能力、素质和工作状态进行调查和评估。该研究支持了
需将人力资源规划与公司战略相结合的观点,进一步论证了战略性人力资源规划不
仅包括对未来人力资源需求数量方面的预测,更重要的是关注人力资源的能力和素
质以及工作状态,应该激励和引导人员在工作方面的积极投入和做出贡献,并且,
人力资源规划方案执行的成功与否与文化建设等配套措施息息相关
文章将理论与实践相结合,阐述了如何从战略角度出发,进行人力资源规划工
作,瞄准了从理论向实践硕果转化这一重要环节。同时,该研究将有助于全面提升
中油燃料沥青公司的人才素质和管理水平,为企业的发展壮大奠定文化、制度、人
才等各方面的基础

Abstract
The 21st century is an era of knowledge competition, and talents that bear abundant
and various knowledge has become the most important source of core competence, thus
become the key resource for companies. In condition of the dynamic and complex market
environment, enterprise human resource planning is no longer limited to traditional supply
and demand analysis. How to establish human resource planning that is combined to
corporate strategy and corresponding with its future development is a new task and
challenge for human resource department.
To cater for the new challenge that human resource management (HRM) is facing,
many scholars proposed the concept of strategic human resource planning (HRP). Taking
the ZY Fuel and Asphalt Company (ZYFAC) for example, much work is down within this
study. First of all some theories related to this study are introduced, as well as the research
status at home and abroad. Then the ZYFAC’s internal and external environments are
respectively analyzed with SWOT and an inventory is made on the company’s human
resource, on which a human resource strategy plan is established, which includes human
resources complementary, training, compensation, career planning etc. To implement the
difference between strategic human resource planning and traditional human resource
planning, the article gives more attention to employees' ability and quality, and their work
status, therefore an investigation and evaluation is made on that. The study supports the
point that human resource planning must be combined with corporate strategy, and further
demonstrates that strategic human resource planning includes not only the forecast of
quantity of future human resource demand, but the ability and quality of staff and their
working state are more important. They should be encouraged to actively devote in and
contribute to work, and an effective implementation of human resource planning is closely
related to cultural construction as well as other supporting measures.
This paper combines theory and practice, and expounds how to make human resource
planning from a strategic perspective, thus aims at the important link of converting theory
to practice results. The study will eventually contribute to improving ZYFAC’s human
resource quality and human resource management level.
