摘要
科技飞速发展和经济全球化的今天,市场的竞争日益激烈,而技术创新是企业提升
核心竞争力,得以在激烈市场竞争中立足及持续发展的关键,特别是对赖以技术生存的
高新技术型企业尤显重要。但是技术创新项目作为一个风险和收益并存的活动,具有复
杂性、高风险、探索性、竞争性、连续性及智力密集等有别于传统项目的特点。同时我
国高新技术企业发展迅猛,作为国家创新体系的重要组成部分,在国家政策的支持下开
展了大量的技术创新活动。因此,如何有效地识别、评估和应对企业技术创新的风险,
对帮助我国高新技术企业提高技术创新的成功率,提升我国企业的国际竞争力和建设创
新型国家至关重要
本文在系统介绍我国高新技术企业的特点和有关技术创新风险管理理论的基础上,
以生物医药行业某高新技术企业GO公司的H印DX技术创新项目为案例,利用理论和实
践相结合的方式,重点构建和论述了包括风险规划、风险识别、风险评估、风险应对和
风险监控这五大阶段的GO公司H印DX技术创新项目风险管理过程。在研究过程中,首
先根据GO公司HepDX技术创新项目风险管理的规划以及项目风险的来源和特征,制定
适合GO公司技术创新的项目风险识别表,然后在综合比较多种风险评估模型的基础上,
选择了层次分析法和模糊综合评判法作为风险评价模型进行定量分析,并根据风险评价
结果提出了 GO公司持续创新过程中的风险应对和监控策略。最后提出GO公司应优先选
择的技术创新战略模式,给同类型企业的管理者以决策的参考

Abstract
With the rapid development of science and technology and economic globalization, the
increasingly fierce competition in the market,and technological innovation is to enhance the
core competitiveness of enterprises, to be based in the fierce competition in the market and
the key to sustainable development, especially for technology upon which the survival of
high-tech enterprises is particularly important. But technological innovation projects as a
co-existence of risks and benefits of activities, with a complex, high-risk, exploratory,
competitiveness, continuity and intelligence-intensive projects which different from
traditional projects.With the rapid development of high-tech enterprises, as a national
innovation system is an important component of the national policy with the support of a
large number of technical innovations. Therefore, how to effectively identify, assess and
respond to the risks of technological innovation, is essential to help high-tech enterprises
improve the success rate of technological innovation and enhance the international
competitiveness of Chinese enterprises and the construction of an innovative country.
This paper describes our high-tech enterprises in the system characteristics and the
relevant technical innovation risk management theory, based on a bio-pharmaceutical
high-tech enterprise GO Corporation HepDX technology innovation project as a case study,
using the approach of a combination theoretical and practical, focusing on building and
discussing the risk planning, risk identification, risk assessment, risk response and risk
monitoring as the five stages of GO Corporation HepDX technological innovation project
risk management process. In this study, first under the GO companies HepDX technical
innovation project risk management planning as well as the sources and characteristics of
project risks, develop appropriate technical innovations GO project risk identification table,
and then compare a variety of integrated risk assessment model based on Select AHP and
fuzzy comprehensive evaluation method as the risk assessment model for quantitative
analysis and risk assessment based on the results presented GO company's continued
innovation process and monitor risk response strategies. Finally GO companies should give
priority to technological innovation strategy model, to help the similar business managers in
decision-making.
