摘 要

核安全是核电的生命线,良好的设备质量是保证核安全的重要基础。核电设备,

特别是担负核安全屏障的重大、长周期设备一旦失效,将会导致核泄漏事故的发生,

不仅经济损失严重,而且对环境和其它生物的危害和影响更是巨大和深远的。确保设

备质量是实现“安全第一、质量第一”方针最直接的体现,同样也是核电大发展中我们

所面临的重任和挑战。

TW核电站是中俄两国政府合作建设的最大能源项目,主设备均从俄罗斯进口。

有效的设备监造活动是设备质量控制的关键环节,其目的可以预防和减少设备制造过

程中众多的质量问题,减少质量问题发生概率,对设备制造过程实施跟踪,对最终结

果进行确认,监造过程中始终坚持设备质量技术标准,对制造过程中影响产品安全性

能、技术性能的重点工艺、重要检验等实施重点监督,确保设备的制造质量处于可控

状态,进而保证工程建设如期按计划推进,降低工程建设进度滞后的风险,保障核电

站投产后安全、稳定运行,降低核电站全寿期内的总成本,保证机组性能负荷因子的

重要手段,在整个工程建设过程中起到重要的承上启下的作用。

本文以TW核电站俄供主设备监造质量控制为研究对象,通过对设备监造质量控

制相关理论和形成背景的阐述,并结合监造过程中的实践经验,对TW核电站俄供设

备监造质量控制体系的建立进行了分析。针对TW核电站一期工程设备监造过程中曾

发现过的主要质量问题,在扩建工程中有针对性地采取有效的控制措施。

Abstract

The nuclear safety is the lifeline for the nuclear power industry. A good quality of

equipment is an important basis to ensure nuclear safety. The nuclear power equipment,

especially the large, long-cycle equipment, once the failure appears that may cause nuclear

leakage accident. In such cases it may not only cause a serious economic loss, but the

environment harm and organisms influence are more huge and profound. To ensure the

equipment quality is the most direct embodiment of realizing the policy of ‘safety first,

quality first’,as well as the most important task and challenges we face today during the

nuclear power great developing course.

TW nuclear power plant is the biggest governmental cooperation energy project

between China and Russia. The main equipment are all imported fromRussia. As the key

point in the course of quality control, the main purpose of manufacturing supervision is

precaution and reducing quality problems during manufacturing, reducing problem

occurrence probability, tracing inspection in the course of manufacturing, confirmation to

the final work. Quality and technique standards always be insisted during the course of

manufacturing, focusing the supervision works on that such as key process and important

checking-points that may influence the safety and technical performance, making the

manufacturing quality in a control status to avoid the delay risks of the project schedule

during the project and guarantee the safety operation after the power plant putting into

commercial running. It is an important means to reduce the total costs in the life cycle,

which plays an important role for linking the project construction.

The paper, taking quality control to the main equipment manufacturing supervision in

TW nuclear power plant as study subject, attempts to analyze the building of the quality

control system to the main equipment manufacturing supervision in TW nuclear power by

through explaining the relevant theories and the formation background of the equipment

manufacturing quality control. To the main quality problems that found during the

construction period of TW nuclear power plant phase one, it is hoped that effective control

measures may adopt during the extension construction.
