W河综合治理项目的融资研究
摘要:一直以来,水利在我国经济建设中扮演着十分重要的角色,
是国家治国安邦的战略重点。洞庭湖是长江中下游重要的防洪蓄洪
湖泊,位于洞庭湖的W河地区防灾减灾的任务十分繁重,为改善其
周边生态环境特启动了专项规划工作。水利建设是其重中之重,而
融资问题又是水利建设的关键所在。W河综合治理项目融资在融资
体制方面还存在一定的问题亟待解决。面对后金融危机时期全球经
济增长乏力、国内经济发展增长趋缓的水利项目建设新形势,积极
探索和创新水利项目融资模式,是当前水利发展面临的一项艰巨任
务。
本文从水利建设项目融资现状入手,首先介绍了水利项目的特
点及经济评价相关理论知识,通过综合国内外一些水利建设融资案
例,归纳总结了目前W河综合治理项目的融资现状和存在的项目繁
多、投资规模大、建设期长、投资不可逆等问题。在W河综合治理
项目经有关部门核定批复的初步设计报告的概预算基础上,拟定了
项目融资方案并对方案的财务可行性、经济评价以及风险因素进行
了较为细致地分析,论证了融资方案的可行性,为W河综合治理项
目融资方案提供了科学的依据,有针对性的从长远和发展角度为W
河综合治理的融资提供科学可持续发展的对策与建议。最后,对水
利项目融资的未来发展提出了展望,以期推动洞庭湖区水利项目建
设融资新的体制机制建立,促进水利建设融资方式逐步实现和进入
良好运行状态,构建生态文明的生态经济区。

The Financing Study of Comprehensive Treatment
Project in the W River
Abstract: In China, hydraulic engineering always plays an important
role in economic construction, and it is also the strategic focus of
bringing peace and stability to the country. Dongting Lake is of
importance in its flood control and storage in the middle and lower
reaches of Yangtze River, and the task of disaster prevention & reduction
in W River area within Dongting Lake is burdensome at the same time.
And what's more, they have initiated a specialized program work in
order to improve the surrounding ecological environment. And the
construction of hydraulic engineering is the most crucial in
eco-economic zone. However, financing is the key lies in hydraulic
engineering construction. The financing of W River comprehensive
treatment project still has some problems which need to be solved in the
aspect of financing system. Facing with new situation in water project
construction-sluggish global growth and slowing growth in national
economy as a result of financial crisis, learning how to explore and
innovate the financing mechanism actively is a challenging task in
current hydraulic development.
This thesis starts with current situation in financing of hydraulic
construction. It gives a brief introduction of the features of water
conservancy projects & economic assessment as well as related theory
and knowledge firstly. Through the analysis of some water project
financings at home and abroad, then it summarizes the current financing
situation and existing problems within W River comprehensive
treatment such as burdensome projects, huge investment scale, long
construction cycle & irreversible investment. On the basis of W River
comprehensive treatment plan's approximate budget within its initial
designing report which is authorized by related department, it protocols
the project financing plan and makes a detailed analysis about its
financial feasibility, economic assessment and risk factors which
provides scientific evidences and sustainable measurements & advices
for financing of W River comprehensive treatment in a point of view of
long-term and developmental. In the end, it comes up with some
expectations toward the future development in water project financing in
order to promote the establishment of new mechanism in water project
financing within region around Dongting Lake, and motivate the
financing pattern getting into a good operation gradually, and structure
an ecologically civilized eco-economic zone around Dongting Lake.
