摘要随着中国加入WTO和全面履行《烟草控制框架公约》,国内烟草行业面临烟草控制、体制完善、构建和谐和国际竞争等四大挑战。近年来,中国烟草为切实提高行业核心竞争力,不断推进以市场化、国际化为取向的改革,提出了“卷烟上水平”行业发展战略方针,并把烟叶“原料保障上水平”作为实现“卷烟上水平”的重要基础。要实现“原料保障上水平”,最关键的是要实现“烟叶基层队伍建设上水平”,要培养一支业务素质强、技能水平高、职业素养好的烟叶生产经营基层队伍。本文正是基于这种背景,针对桂阳县烟草站员工培训工作中存在的培训需求分析草率、培训评估机制欠缺、培训激励机制不科学、培训形式方法单一落后和培训师资建设相对滞后等问题,通过运用企业员工培训理论及借鉴国内外企业培训实践,采取文献研究、专家研讨和实地调查分析等方法,充分利用各种分析工具,对现有培训管理状况进行诊断,以企业现状为基础,以企业发展战略为指导,以可操作性为标准,结合员工职业生涯发展,提出现有培训开发模式的改进思路和完善措施,借助岗位胜任素质模型,建立起科学、系统、完善、有效的基层烟站员工培训体系,以持续提升员工素质技能,充分发挥员工潜在能量,为实现企业“原料保障上水平”,推动行业“卷烟上水平”提供强有力的人力资源保障。桂阳县烟叶生产收购规模在全国排在前三位,其基层烟草站员工培训体系建设具有行业代表性。该文关于烟草站员工培训体系的优化设计对全行业新形势下标准化烟草站的员工培训和开发管理具有借鉴和推广作用。关键词员工培训,岗位胜任素质模型,烟草站,烟草行业ABSTRACTWith China's accession to the WTO and the full implementation ofthe Framework Convention on tobacco control, the domestic tobaccoindustry is facing tobacco control, perfect the system, building aharmonious and international competition such as the four majorchallenges.
