摘 要
随着行政执法机关信息化建设的不断发展,在信息化建设项目中有问题不断的暴
露,其中信息技术(InformationTechnology, IT)项目延期和项目管理不到位尤为严
重。这些问题集中反映了一个事实,项目管理的现代化方法使用不够,缺少科学的项
目管理方法。要改变项目延期的现状,必须要把IT项目管理学科的知识运用到项目
管理中,将IT项目管理学的原理与南京地税网络安全接入项目相结合,探索出一些
实用、针对性强的信息化项目的管理方法
本文深入分析了南京地税网络安全接入项目的进度管理方法,从项目进度计划的
编制入手,以工作分解结构(work Breakdown Structure, WBS)、关键路径法(Critical
path method, CPM)和计划评审技术(Program evaluation and review techniques, PERT)
为依托,以关键链项目管理(Critical Chain Project Management, CCPM)为核心,结合
项目管理中的实际情况,理论联系实际进行项目的进度管理,使项目的进度得到有效
管理,有利于提高南京地税IT项目管理水平
本次项目的进度管理成功运用了关键链管理技术,较好的控制了南京地税网络安
全接入项目的进度,按照既定的时间较好的完成了项目,取得了良好的效果。项目的
关键链管理技术与传统项目进度管理技术的融合,更大程度上产生了一种取长补短的
效果,酝酿出一种较新的进度管理方法,为以后类似项目的进度管理打丌了新的一页

Abstract
With continuous development of the information construction in administrative law
enforcement organs, some problems are exposed gradually in the information construction
projects,especially the delay of projects and lack of professional project
management .These problems reflect a fact, the usages of modern tools and scientific
project management methods are not enough. In order to change the situation of project
delay, we must apply the IT project management knowledge to the project management
and integrate the principle of IT project management into network security access project
in Nanjing Local Taxation Bureau, exploring some practical and pertinent methods of
project management.
This thesis analyzes the methods of schedule management of the network security
access project in Nanjing Local Taxation Bureau which starts from the project schedule.
The analysis centre on critical chain project management and base on work breakdown
structure, critical path method and program evaluation and review techniques. The thesis
integrates the theory into practice considering the actual situation in the project
management to obtain an effective management of project schedule and to improve IT
project management level of Nanjing Local Taxation Bureau.
The schedule management of the project achieved good results and was according to
the established time to completting the project,because of using the critical chain
management technology and being better control the progress of Nanjing Local Taxation
network security access project. The fusion of progress management technology as critical
chain project management and traditional project management had a greater
extent learning effect and created a new schedule management. The management opend a
new page for future similar project.
