摘 要
随着我国经济高速发展,城市规划建设工作进展迅速,市容市貌的变化日新
月异。旧城区改造的规模、需求、再开发强度都是史无前例的。在城市改造过程
中,要求城市的规划设计做到传统与现代共存、保护与开发并重,实现城市可持
续发展。电力能源作为目前现代城市生活中最重要的能源,科学、合理、坚强的
城市电网规划、改造、建设工作才能有效满足城市发展需要。

北京城市改造建设工作处于国内领先地位。科学系统的评价北京城市改造工
作中涉及的电网工程,特别是改迁扩容变电站建设工程,对提高我国城市改造水
平具有重大实用价值。作为项目生命周期一项必不可少的重要工作内容,项目综
合评价从整体出发,对建设项目的技术、经济、环保以及可持续发展等条件进行
系统地分析和论证,从而为投资者进行投资决策提供重要依据。

电网建设项目是关系我国国民经济发展的重要基础建设项目,具有投资大、
可靠性要求高、建成以后在用时间长等特点。因此,电网建设项目的后评价研究
工作显得更加重要。本文以项目综合评价研究的相关理论为指导,通过分析比较
逻辑框架法、对比法、层次分析法、因果分析法、综合评价法的常用综合评价方
法,确定指标体系构建的基本思路和基本原则。在本文的研究过程中,综合考虑
变电站改迁扩容工程综合评价的特点和各种指标赋权方法的应用效果,本文采用
主观赋权法中的序关系分析法计算指标权重,采用模糊综合分析法并借助于模糊
数学的处理方法得出模糊评价的综合结果。最终完成构建变电站改迁扩容工程综
合评价体系的工作。

利用第四章构建的变电站建设工程综合评价体系,对北京电力公司菜市口
110kV 变电站建设工程进行系统分析评价,明确了其在技术、经济和社会效益等
方面的成果。根据项目综合评价研究的工作要求,并结合变电站建设类工程的项
目特点,验证综合评价指标体系,得出适用于城区改迁扩容变电站综合评价的结
论。本文构建的指标体系可以为开展类似工程项目的可行性研究工作、综合评价
研究工作提供有益参考。

Abstract
As China's rapid economic development, urban planning and construction work
under way, change the ever - changing cityscape city. Old city reconstruction of the scale,
requirements, and development intensity is unprecedented. In the course of urban

Protection and Development and to achieve the sustainable development of cities.
Electric energy as far the most important source of energy in the modern urban life,
scientific and rational urban power system planning, construction, alteration, and strong
work to effectively meet the needs of urban development.
Scientific systematic evaluation of the Beijing power network involved in the work
of urban renewal projects, in particular changing move to expand substation construction
project, to raise the level of urban renewal in China is of great practical value.As the
project life cycle is an essential and important work, post evaluation of projects proceed
from the overall technical, economic, and environmental protection for construction
projects and systems analysis and verification on sustainable development criteria, thus
providing an important basis for investors to make investment decisions.
Power grid construction projects are an important foundation for the relationship
between China's national economic development and construction projects, with a large
investment, high reliability requirements, built on long features.Therefore, the power
network construction project post evaluation of the work is more important. This article
related guidance of the theory to comprehensive evaluation of the project, through the
analysis of comparative law, comparative law, the level of the logical framework analysis,
Cause Analysis and Comprehensive Evaluation Method of comprehensive evaluation
methods commonly used to determine the basic ideas and fundamental principles of
constructing the index system. In the course of the study of this article, considering
change their expansion project of substation comprehensive evaluation of the
characteristics and effects of various methods of determining the index weight, this
article uses subjective weighting method of ordering Relation Analysis Method in
calculation of index weight, using the method of fuzzy comprehensive analysis and
processing methods that fuzzy evaluation by Fuzzy mathematics comprehensive.
Use of Chapter fourth of the construction of comprehensive evaluation system of
substation construction projects, mtaaaa 110kv to Beijing Electric Power Company
substation system analysis and evaluation on construction project, clarified its technical,
economic and social benefits of results.
