山东省蔬菜安全生产问题研究
摘要 ： 蔬菜是仅次于粮食的世界第二重要农产品。随着社会进步，人民
生活水平日益提高，对高质量的蔬菜要求越来越迫切，在这种情况下，绿
色蔬菜应运而生。绿色蔬菜是“绿色食品”的重要组成部分，它排除了常
规蔬菜生产中因大量使用各种化学肥料和化学农药等所造成的污染。有组
织地发展绿色蔬菜已成为全球的共同趋势，它不仅能促进高质量的安全高
档食品的生产，更好地满足社会需求，同时，可以促进农业生态环境的保
护和改善，农业科学技术的发展及其推广应用，还能促进食品加工业及其
它与之相关的各种工业技术水平的提高。通过对山东蔬菜生产安全的研
究，采用问卷调查的方式，深入田间地头，了解种植户的一般性信息，当
前生产方式的描述，对农资的使用情况，对农产品质量安全的了解。分析
了影响蔬菜生产安全的因素（传统的生产方式、分散的生产经营体制、开
放的农产品销售市场等）提出了蔬菜安全生产的应对措施，包括改变生产
经营方式，提高生产经营组织化程度；制定与完善蔬菜标准化体系，推行
蔬菜标准化生产；制定与完善蔬菜质量安全法律、法规体系，促使蔬菜安
全管理法制化、制度化；建立信息服务网络，促进食品质量信号的有效传
递；加强对农药使用和残留的管理等

Abstract
The vegetables are the second important agricultural product only inferior to
the grain in the world. People’s require to high quality vegetables are more and
more urgent along with the social progress and people’s lives improved,, green
vegetables arise at the historic moment In this case. Green vegetables are
important components ofpollution-free food , it has got rid of pollution
caused by various chemical fertilizer and chemical pesticide in the roductio.
Develop green vegetables organically has already become the global common
trend, it can not merely to meet the social demand better by promote the
production of the high-quality top-grade food, also it can promote the
protection and improvement of the agriculture. Through the study on
vegetables production safety of Shandong, find out the general information
including the description of the present mode of production, the operating
position to the means of agricultural production and knowledge of agricultural
product quality safety of the farmers by the way of adopting questionnaire
investigation deepen the field. I proposed the counter-measure of the safety in
production of vegetables after I analyzed the factors influencing production
safety of vegetables such as traditional mode of production, dispersible
production management system and open agricultural product selling
market,etc. The measure including change the type of operation and
production and improve the systematism level of operation and production,
make and perfect the standardized system of vegetables and put the
standardization production of vegetables into effect, make and perfect the
system of vegetables quality safety laws and regulations and promote the
safety management to be legalized and institutionalized, Set up information
service network to promote the effective transmission of the food quality
signal, strengthen the control over pesticide using and residues of
pesticides ,etc.

1.1.1.1 山东省蔬菜种植面积总产量和品种结构
山东蔬菜产业是从 20 世纪 90 年代开始实施“菜篮了工程”和“高
产优质、高效农业”发展战略而进入快速发展轨道的。2005 年，山东蔬
菜的种植面积达 1 847. 69 x 103 平方公里 ，总产量达到 8 606. 98 万
吨。从种植面积的增长过程来看，从 1991 到 2003 年，是山东蔬菜种植
面积增长最快的一段时期，平均年增长 15. 3%，此后增长幅度变小，逐
渐趋于平稳。2005 年，按照蔬菜总产量的大小排序，山东省位居第一，
其他依次是:河北、河南、江苏、湖北、四川、广东、湖南、广西、辽宁
等省;但是从单产的情况来看，山东不如河北、新疆、北京、辽宁等省区
市。山东作为中国的主要蔬菜产区，其蔬菜品种是多种多样的。目前山东
蔬菜生产品种主要以茄果类蔬菜为主。据统计，山东目前栽培面积超过
6. 7 万 hm2 的蔬菜种类有 8 种，包括黄瓜、西红柿、青椒、大蒜、葱类、
生姜、西瓜、马铃薯。另外，山东省的大蒜(金乡大蒜、苍山大蒜)、生姜
(莱芜生姜)、大葱(章丘大葱)、芋头(莱阳笋头)，以及洋葱、牛蒡、芦笋
等名特优新蔬菜其种植面积、产量加工出口数量和创汇金额均位居全国之
首，享誉海内外

蔬菜安全生产标准化体系是保障蔬菜质量安全的基础,也是蔬菜产业
发展的必然要求。蔬菜安全生产标准化包括蔬菜产地环境标准化、蔬菜质
量标准化以及蔬菜产后处理标准化。蔬菜标准化生产,一是要保证蔬菜产
地环境标准化。蔬菜产地环境标准包括灌溉水质量标准、生产加工用水质
量标准、大气质量标准以及土壤质量标准等,这些环境要素必须达到蔬菜
