摘要
我国高速公路建设经过20多年的发展,逐步形成了具有现代管理特色的施
工过程管理体系,但还存在诸多问题和不足,需在施工过程中不断创新,努力
探索具有中国特色的高速公路建设工程施工过程管理模式。

本文以甘肃省西峰至长庆桥至凤翔路口高速公路XCFLM2合同段施工过程
为研究对象,站在施工管理者的角度进行施工过程绩效控制研究,主要包括绩
效三大目标的主动控制、构建和评价绩效指标体系、建立绩效预测模型并进行
预测等内容。

本文从利益相关者和绩效影响因素的角度构建了绩效揖标体系,包括:前期
指标、成本指标、质量指标、工期指标、安全指标和综合指标6个一级指标,
在此基础上再进一步细分出48个二级指标,釆用层次分析法确定了各个影响因
素相对于各二级指标的权重值。

通过收集的已完工高速公路建设施工过程的相关管理资料,获取了大量的
绩效影响因素信息,并采用模糊综合评判法得出了各二级指标在本月施工过程
中的得分值;以此为基础综合运用模糊综合评判法和层次分析法,建立了西长
凤高速公路XCFLM2合同段施工过程管理绩效的预测模型。并运用BP人工神经
网络模型对6月份的绩效进行了预测,施工管理者可据此对下一个月施工情况
进行主动控制,针对可能发生的情况提前采取纠偏措施。

Abstract
Following with the development of the national highway construction in (he past 20 years,it
gradually formed a managing system having modern characteristics during constructive
process .But there are still some problems and the insufiRciency.lt needs to continuously innovate
in the constructive process,and tries to explore managing mode of project with Chinese
characteristics of highway construction.
The object of study is XCFLM2 contract of Xichangfeng highway constructive process in this
paper.This highway includes Xifeng District to Changqing Bridge and Fengxiang Crossroads to
Changqing Bridge.This article discusses the constructive process of performance control from
the perspective of tiie proprietors.lt covers the three taiget of . initiative control
performance ,composing and evaluating the performance index system, establishing and
forecasting the performance prediction model, and so on.
This p^er constructs the performance index system from the point of stakeholders and
influencing factors of performance.lt includes early index,cost index,quality index,time limit
index,safety index and comprehensive index.lt divides afresh 48 secondary indexes on the above
foundation.lt uses analytic hierarchy process (APH)in order to identify factors with regard to the
weights of secondaiy indexes
Through collecting data of completed highway constructive process,we obtain a lot of
information affecting the performance factors. We get the scores of each secondary indexes in the
constructive process this month by using the fuzzy comprehensive evaluation method.By
ad(^)ting fuzzy comprehensive evaluation method and analytic hierarchy process,We set up the
predictive model of constructive performance for XCFLM2 contract in the Xichangfeng highway
constructive process.BP artificial neural network is used to predict performance in June.The
proprietors can actively control construction based this model in tiie next month,and take
practical measures in order to rectify deviation when it may appears.
