最近二十年以来,兰州的城市发展突飞猛进,城市面貌也日新月异,但是紧
随而至的交通压力进一步显现,怎么样解决交通拥堵这个世界性顽疾逐渐成为历
届政府必须加以考虑的难题,而轨道交通以其容量大,安全,准时及环保的特性,
使其成为解决大城市交通拥堵的重要选择。但轨道交通投资成本过高和资金需求
量巨大的问题,已成为其发展的瓶颈;此外,在我国现有的金融体制下,轨道交
通企业的融资效率受到制约,甚至再融资过程中成本虚高,进而推高了轨道交通
建设成本。因此,在当前形势下,通过对中国轨道交通建设中现行的融资机制进
行创新,降低其融资成本,这不仅具有理论意义,而且对兰州市即将开工建设的
地铁一号线的具有现实意义。

本文首先对兰州市地铁建设的背景意义、论文的研究内容和方法作了简要概
述;其次,对轨道交通与地铁建设融资模式的相关理论做了归纳梳理,并列举了
一些世界公认比较成功的国家和地区地铁建设过程中的融资模式,以便借鉴参
考;再次,介绍了兰州市轨道交通公司概况之后,对兰州市轨道交通公司地铁一
号线融资的内外部环境进行了全面评价与分析,指出了当前兰州市轨道交通公司
地铁一号线融资的现状及面临的主要难题,并提出了相应的对策;最后,通过对
融资主体垄断模式下的低效性和多元化竞争模式的高效率进行比较分析,得出引
入市场竞争机制打破兰州市地铁建设融资主体单一的局面,有利于解决兰州市建
设轨道交通项目资金缺口的难题,促使经济效益与社会效益得到均衡发展。

笔者研究创新城市轨道交通的融资机制,主要包括改革和完善的投资体系,
拓宽轨道交通融资渠道,建立轨道交通公司未来良性发展的运行与监督机制等方
面内容。此外,论文还提出了保障兰州市轨道交通建设PPP合作模式顺利实现
的必要条件。

ABSTRACT
The past twenty years, Lanzhou city development make a spurt of progress, the appearance of
the city also change rapidly, but followed by traffic pressure gradually, how to solve the traffic jam
problem has gradually become the world difficult problem the governments must be considered,
and rail transportation because of its large capacity, safety, and environmental characteristics on
time, and make it become an important choice to solve the city traffic congestion. But the high
cost of rail transit investment and capital demand is huge problems, has become the bottleneck of
its development; in addition, in China&39;s current financial system, the financing efficiency of
railway transportation enterprises are restricted, even in the process of financing the cost prices,
which pushed up the cost of rail transportation construction. Therefore,in the current situation, the
China Railway Construction Investment and financing mechanism of the innovation, reduce the
cost of financing, which not only has theoretical significance, but also for Lanzhou city to start the
construction of the subway line is of practical significance.
This paper first on Lanzhou urban rail transit construction background environment and the
research ideas, methods and main content of the paper be concise and to the point, secondly,
analysis of the Lanzhou city subway construction financing environment, points out the current
situation of rail transit financing development in Lanzhou city and the main problems facing.
Thirdly, through the analysis of the relevant literature and the development of rail transit time
summary, enumerates some world known more successful countries and regions subway financing
mode in detail. In addition, the changes of the modes of financing the orbital traffic construction in
Lanzhou, the subject, financing channel, financing mode constitute the three elements, the three
elements based on the framework of analysis based on, so as to effectively solve the insufficient
fund and low efficiency problems. Finally, through a comparative analysis of financing body
single monopoly mode inefficiencies and diversified competition model of high efficiency,the
introduction of market competition mechanism to break the Lanzhou city track traffic construction
financing body single situation, to solve the Lanzhou city rail transit construction funds gap
problem, promote the economic benefit and social benefit balanced development.
The innovation of financing mechanism of city rail traffic,including major reform and
improvement of the investment system,broaden the rail transit financing channels, the
establishment of rail transportation company future development operation and supervision
mechanism etc.. In addition, this thesis also presents a necessary guarantee for Lanzhou rail transit
construction the smooth realization of the PPP mode of cooperation
