摘 要
21 世纪是信息产业飞速发展的时代，信息科技已经成为影响社会发展和国际民生的
重要因素之一。同样，现代企业的发展也必须依重于企业信息技术的发展。企业管理模式
的规范化、信息化和自动化已经是大势所趋。企业管理手段的集约化，机动化、流程化和
自动化也成为企业管理者面临的重大课题。当前的市场竞争情况决定了企业的核心竞争力
已经逐渐转变为企业管理的信息化和自动化。同样的，我国大型国有企业求生存，谋发展
的改革途径也离不开企业管理模式的变更。

经过多年的发展，中国移动通信集团山东有限公司已经拥有资产管理系统（EAM）、管
理信息系统（MIS）、企业资源计划系统（ERP）等几大管理信息系统。这些管理系统对移
动公司管理模式起到巨大的推动作用，但随着企业业务的不断扩大，目前的信息化物资管
理系统在很多方面都存在一些问题，加之这些系统相对比较独立，公司的物资管理系统之
间数据的可共用性和融合性较差。

本文采用全生命周期的物资管理模式，通过建立相应的仓储物资管理系统，改进目前
聊城移动公司较为落后的物资管理理念和管理方法。实现对通信企业数量庞大、品种繁多
的固定资产和流动资产的有效管理。

1.1 研究背景
近年来，随着移动互联网产业的快速发展，聊城移动通信网络规模急速扩大。已经由
以前单纯的 2G 语音网络和 2.5G GPRS 低速数据流量网络时代日益发展为 2G，3G，WLAN
和 TD-LTE 四网协同的新移动通信时代。聊城移动通信的网络发展紧跟集团公司和省公司
的步伐，四网协同规模不断扩大，话务量和数据业务量急速增加。与此同时，业务量的飞
速增长给网络建设提出了更高的要求。网络建设过程中设备资产的管理问题日益突出，传
统的管理模式己经很难适应快速网络建设形势下公司迅速发展的需要。传统管理模式存在
很多问题日渐显现，如维护成本高，设备使用效率低等。这些问题已经成为制约公司高速
发展的瓶颈。为了解决这一系列问题，新时代的移动运营管理人员必须尽快转变管理理念，
通过引入科学的管理决策、优化管理策略来实现管理方式上的创新。

另一方面移动通信网络内部也是在不停“移动”着的，一是新建基站不断递增，二是通
信网络需要不断优化、调整。这两点造成了网络设备在网络工程内部的流转。以载频为例，
载频是为用户接入语音通话、数据上网的主要部件，用户语音、数据业务的接入、信道分
配、频率分隔、区域切换等功能皆由载频担当完成。为了适应高楼新建、用户增多、大型
活动频增等变化，载频的需求量也在不断的增多、调整。虽然载频的价格并不高，但也不
可能不计代价的购置，一方面有投资的限制，另一方面其利用率也是上级公司考核的一个
重要指标。为此对载频及其类似设备进行有效管理，使其高效的流转并充分发挥作用，就
成为摆在运营商管理者面前的一个触其根本的问题。

1.2 研究目的及意义
针对聊城移动通信公司运营过程中资产管理存在的问题，引入全生命周期管理的理
念，辅以相应的信息管理系统，使之对移动通信网络设备资产的管理更加精细化、规范化。

充分利用与资产管理相关的基础管理理论、知识，从企业整体运营效率出发，扩展资产管
理者的视野，从资产的全生命周期考查企业在资产管理方面的战略决策和经营决策，包括
投资计划上的决策、釆购上的决策、库存上的决策、在建管理的决策以及后续运营维护上
的决策等，进而达到全局的最优化。通过对这些决策的考查，使公司管理层准确掌握资产
