摘要
管理是影响软件研发项目全局的因素，而技术只影响局部。以项目为主导的
IT产业尤其是软件业，项目团队是项目管理的核心内容，项目团队的绩效直接影
响了企业的效益、生存和发展。如何建立高效团队，真正从根本上全面提高软件
企业的项目团队管理水平呢
本文从相关理论入手，介绍了软件项目管理、项目团队管理、胜任力模型、
工作分解结构、里程碑挣值法、层次分析法等相关理论．然后理论联系实际，通
过对伸峰公司餐饮项目中导致项目不能按进度、质量、成本完成的不良现象进行
描述，并分析产生这些现象的根本原因，提出解决方案．具体步骤是首先对项目
在各个阶段(前期概念和定义阶段、中期执行阶段、后期验收阶段)的运行不良
现状进行描述，然后分析产生这些现象的根本原因——团队管理问题，提出相应
的解决办法：其一，进行合理的人力资源规划：首先改革公司的项目组织结构，
由传统的职能型项目团队改为矩阵型项目团队，选出合格的项目经理，接着进行
角色说明与职责分配，然后进行人力资源规划。其二，进行有效的项目团队沟通，
解决因沟通引起的问题；其三，建立完善的绩效考核制度与有效的激励机制；考
核与激励内容都分别从个人与团队两个方面进行分析。最后指出本论文的进步之
处与局限之处，提出了下一步要研究的方向．
本文研究的伸峰公司餐饮项目团队管理问题普遍存在于国内中小软件企业，
其问题解决方案，对国内其它软件公司同类问题的解决有很好的借鉴作用．

Abstract
A software R&D project can be affected by many factors,among
which technology has just little effect on some parts，however,
management may influence the whole．In IT industry lead by project,
especiaUy the software field，the core of the project management is the
project team,whose performance affects directly the corporation&39;s benefit
and development&39;even its survival．Penman analyzed in theory and
discussed about the subject on how to establish efficient team,which∞n
radically raise project management level in software corporation．
This article，taking Shen Feng corporation as an example，carefully
researches and analyzes the familiar problems happened in project
management．According to existing researches，some methods are put
forward to improve management level in this software field．Firstly it
introduces relevant theories such as project management、software
project management etc．In the second part,Some fundamental reasons
are pointed out，after careful researches on the problems of project
management in present Shen Fcng Corporation,due to which some
projcots can’t be finished as required schedule、quality and cost．To find
the corresponding solvent demonstrated below,some methods，including
WBS、Responsibtlily Assignment Matrix etc．are used here．Before the
beginning of some project，we should make a scheme to face presumed
problems to avoid and relieve the negative effects，using fundamental
such as demanding—obtain、scope management、schedule plan、HR
plan etc．2．It analyzes the abnormal situation during the COUrsC of the
program enforcement and offers a program to solve it efficiently in
time：After defining the customer demanding definitely,put forward
reasonable scheme which should be put force into the concrete project
radically；make a clear HR plan which can distinguish the different
responsibility of each positionmunication among members should
be emphasized tO improve the whole work efficiency．We should
reinforce team construction,perfect performance evaluation system,
reduce conflicts in team,promote team cooperation．
The project team management problems studied in this article about
the Shen Feng Corporation exist universally．The research sets a good
example for the same phenomena in domestic software project
management field．The author also points out some defects and puts
forward the further direction．

1．1研究背景与意义
软件项目管理最早源自于20世纪70年代中期。当时美国国防部
曾立题专门研究软件项目做不好的原因，发现70％的项目是因为管理
不善引起的，而并不是因为技术实力不够，进而得出一个结论，即管
理是影响软件研发项目全局的因素，而技术只影响局部。

团队管理思想正在成为现代管理学一个焦点。90年代，一个重
要的管理概念就是团队工作。美国<财富》杂志最新统计资料表明：
在世界公司500强中，80％以上的公司都在倡导团队工作方式。

团队是组织提高运行效率的可行方式，它有助于组织更好地利用
雇员的才能。管理者发现，在多变的环境中，团队比传统的部门结构
或其他形式的稳定性群体更灵活，反应更迅速。团队的优点是：可以
快速地组合、重组、解散。

以项目为主导的IT产业尤其是软件业，项目团队是企业重要的
资本，项目团队的绩效直接影响了企业的效益、生存和发展。软件项
目是智力密集劳动密集型的项目，受人力资源影响非常大，特别是软
件的开发渗透了人的因素，带有较强的个人风格，为了高质量地完成
系统开发，在系统开发项目的管理过程中，必须将人力资源管理与进
度管理以及成本管理放到同样高的地位来对待。

因此，对软件企业项目团队管理研究是加快我国软件产业发展研
究工作具有代表性的课题。
