摘要
IS09000质量管理体系是公认的科学的质量管理体系。自1987年颁布实施以
来,IS09000族标准在许多国家和地区得到广泛的推广应用,逐步成为衡量组织质
量管理活动状况的一项基础性国际标准,对推动组织的质量管理工作发挥了积极
作用。

以“顾客为关注焦点”、“过程方法”、“持续改进”为基本原则的IS09000质
量管理体系是质量管理理论研究和实践经验的结晶。近些年随着政治体制改革的
逐步深入,IS09000质量管理体系被逐步引入政府机关,结合机关行政部门的实际
工作,构建具有自身特色的质量管理体系,以进一步强化服务意识,规范行政行
为,提高行政效能和服务质量,加强服务型政府建设,使行政管理水平更加制度
化、规范化和科学化。

本文从项目管理理论入手,在介绍IS09000族标准基本概念产生发展过程的
基础上,结合质量管理理论,总结了 X单位构建质量管理体系的全过程,包括构
建要素、构建过程、体系特点和保障措施,分析了推进ISO质量管理体系过程中
影响业绩的因素、改进途径和取得成效。本文将X单位质量管理体系的构建过程
作为一个项目进行研究,结合项目管理理论,探讨了如何在质量管理体系构建过
程中对进度、质量和成本进行有效地控制。该研究成果为其他政府机关构建
IS09000质量管理体系提供经验和方法。

ABSTRACT
The system of ISO (International Standardization 0rganization)9000 quality
management is scientific and world-wide acccptcd . The group of IS09000 standards
has been applied widely in many countries and districts since its issue and implement in
1987.Gradually it is used as the basic international standard for measuring the level of
the quality management of one organization, which plays a positive role in optimizing
the quality control processes.
ISO quality management system which is the integration of both theory and
practice on quality management have three basic principles, as “focusing on customers”,
“process and methods” and “continuous improvement”. In rcccnt years it has been
introduced in government departments. Combined with practical works, the civil
administration have established the quality management system with its own
characteristics in order to strengthen the service consciousncss. Regulate
administrative behavior, improve scrvice quality and efficiency. In this way the level of
government administration advanced to a more institutionalized, standard and scientific
height.
Based on the Projcct Management Theory and the development of ISO group
standards, the essay has summarized the target unit formation process of quality
management system, including construction elements, construction, proccss,
characteristics and safeguard measures. Then it has analyzed the factors influencing
outstanding achievement, improving methods and ihc results. The whole study of the
essay takes the formation process as a complete projcct and discusscs how to implement
effective control in of progress, quality and cost during the formation proccss. I expect
that it offers experience and methods for other government departments to construct
ISO quality Management system.

1.1研究背景和意义
1.1.1研究背景
21世纪以来,随着科学技术、国民经济的高速发展,政府职能范围也随之逐
步增大,政府工作质量的优劣,直接地决定着经济、社会的发展。提高政府工作
质量已成为当今世界各国普遍关注的问题。政府应该同企业一样,一切活动以自己
的产品和产品质量为中心,而如何建立一套公幵的、符合规范的行政管理体系,以
便提供高效率、高质量的公共服务,成为各国政治体制改革普遍关注的焦点。

自国际标准化组织(ISO)于1987年制定发布IS09000族质量管理体系以来,
越来越多的国家和地区将质量管理的理论和方法引入公共服务领域,他们运用质
量管理理念,以IS09000质量管理标准对行政管理过程进行改进,取得明显成效。

在政府机关内部全面导入IS09000质量管理体系,以质量管理体系进一步规
范公共服务产品和过程,可以使政府机关优化行政资源配置,提高行政管理质量,
明确行政职责,规范管理过程,是提高行政效能、树立规范化政府形象的重要步
骤,也是落实科学发展观、建设节约型政府和节约型社会的重要举措。

政府机关引入IS09000体系,必须结合职责范围,建立一套符合自身职能特
点、公开透明、指标设置合理的质量体系,编制各部门自己的质量手册和程序文
件。只有这样,才能规范办事流程、提高办事效率、提供优质服务。所以一套构
建质量管理体系项目化管理方法对政府机关引入该体系具有十分重要的指导意
义。

本文的研究,为政府机关引入质量管理体系提供了一套完整的项目化管理理
论和实用的、可操作性强的体系构建流程及方法,从而为政府机关优化公共管理
机制,提高行政管理效率提供保证。
