摘 要
人才的竞争是当今社会一切竞争的核心,人才竞争其实质就是知识和技术之
争。建立一个客观、有效、公平、合理激励机制有利于充分发挥人才的作用,提
升人才的竞争力。在我国的事业单位中管理体制和运行机制都是在计划经济的背
景下形成的,其激励作用正对目前的社会环境和经济状况已经突显出来了僵化无
效性。

本文针对 GYJS 事业单位的激励体系和目前现状,通过问卷调查和问卷分析
的方式,找出本单位员工对办单位激励机制的不满意的方面,结合人力资源管理
理论和激励相关理论进行深入分析,找出问题所在并进一步提出改进方案。

本论文主要分为三部分。第一部分主要介绍人力资源管理、激励和激励机制
的相关理论;第二部分主要对 GYJS 事业单位的激励体系现状通过问卷调查的方式
作出调查分析找出问题所在和分析问题形成的原因;第三部分针对已有问题结合
理论提出改进方案。

ABSTRACT
The competition among talented people, which consists the rivalry of knowledge
and technology, is the core of all competitions in today’s society. Consequently, the
establishment of an objective, fair, equitable and efficient incentive promotes the
functioning and competitiveness of talents. In China, the management system and
operation mechanism of public institutions are formed under the existence of the
planned economy, the stimulus is on the current social environment and economic
conditions have underscored out rigid invalidity.
On the basis of the incentive mechanism and present situation of the GYJS
institution, this essay will find out employees’ discontents towards the incentive system
by carrying out and analyzing questionnaire survey as well as locate the problem and
propose corresponding solutions by conducting in-depth analysis with the application of
human resource management and the incentive theory.
This essay is mainly divided into three parts. The first part primarily introduces the
theories of human resource management and incentive mechanism. The second part
indicates the process of finding out the problems and analyzing the causes by carrying
out the questionnaire survey of the GYJS’s present situation. Finally, the third section
proposes the improvement scheme on the basis of theory.
