摘要
目前中小企业已逐渐成为我国具有最先进生产力以及最具活力的经营主体,是拉动我国
GDP快速增长的主要动力,并且在扩大就业、优化经济结构、促进技术创新和推进制度创新等
方面发挥着越来越重要的作用。但随着我国经济体制转型的逐步加快,金融体制的滞后性逐渐
显现出来,由此引发的中小企业融资问题也越来越引人注目。在此金融体制环境下,了解我国
中小企业融资困境、制定并完善金融战略及政策,建设多元化的中小企业融资体系,是本文创
作的实践性目的。本文对国内外研究中小企业融资问题的优秀成果进行了归纳总结,在分析中
小企业融资困境的基础上,提出构建多元化的中小企业融资体系的理论以及可行性措施。为缓
解我国中小企业融资困境,应当采取多种形式,通过多方渠道加以解决。本文分别从中小企业
的自身素质、金融环境的支持情况以及政府职能的发挥情况三个方面论述了缓解我国中小企业
融资困境的对策,提出了如何加大我国金融支持力度的建议。总之,我国中小企业应从提高自
身信誉出发,充分了解所处融资环境,提高企业管理水平,制定符合企业长远发展利益的融资
策略。

ABSTRACT
Small and medium-sized enterprise is most advanced productivity and organic integration of
most vigorous operating mechanism. Small and medium-sized enterprise age playing an important
role in the employment of expanding, start investing, optimize the economic structure
non-governmentally, promote technological innovation, it becomes the main power which draws the
GDP grows. Though, as the Chinese economic system is being in the switcher process, monetary
system reform lag in comparison,small and medium-sized enterprise^ has a great difficulty in-
fmancing. Under the whole world financial system arrangement environment, how to formulates and
adjusts our country's financial strategy and the policy promptly and constructing the small and
medium-sized enterprise finance policy support system under the international finance system
arrangement environment is the topic direct service practical goal.
This article has carried on the system summary to the small and medium-sized enterprise
financial backing question research results, On the foundation of anglicizing in small and
medium-sized enterprise financing present situation,proposed the construction and the
consummation small and medium-sized enterprise financial backing system feasibility measure.
Solve financing difficult problem, as one way to have little effect, we must through many kinds
of channels, adopts many kinds of ways to solve. Separately from the small and medium-sized
enterprise its own, the financial backing intermediary, the government support and the credit
guarantee system from the four aspects establishes and consummates to support our country small
and medium-sized enterprise system the financing system.
In brief, small and medium-sized enterprise must know fully locates financing environment in
our country. Enhancing the enterprise the credit level and the management quality unceasingly,
which can formulate favors the enterprise long-term development for financing decision-making.
